Description
Amendment 1 The U.S. Army Corps of Engineers - St. Paul District requires a contractor to provide a crane with a clam bucket, a side dump truck, and labor to remove a large mass of debris from the Minnesota River at the Lac qui Parle dam, near the town of Watson, in Chippewa County, Minnesota. Spring flooding has left a large amount of debris on the upstream side of the dam. The debris includes sticks, logs, and whole trees. The debris is interfering with operation of the dam gates. Attempts to dislodge debris with poles from work boats were unsuccessful, due to heavy matting. The contractor will set up a crane on the Hwy 33/1st St. W bridge above the dam, and use a hydraulic clam bucket to remove debris from the water, and load it into a side dump truck. Debris collected will be hauled to a disposal site approximately 3.5 miles from the dam. The contractor will coordinate closely with Corps of Engineers' personnel, who will be in a work boat on the river, and operating the dam gates. One lane of the bridge will be kept open for traffic. Compensation will be based on time actively removing debris. Recent rains have left the reservoir water level too high to safely perform operations. The Government will notify the contractor at least 14 days before the expected start of performance, when water levels are expected to be low enough.
