- Request for Quotation 95332418Q0109 Independent Evaluation Services in Support of Benin II Off-Grid Energy Access Project INDEPENDENT EVALUATION SERVICES Benin II Off-Grid Energy Access Project (OGEAP) Full and Open Competition (F&OC) 95332418Q0109 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and conducted per the procedures of FAR Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. This solicitation is not set-aside and is being conducted as a full and open competition. The solicitation number is 95332418Q0109. This solicitation is issued as a request for quotations (RFQ) and is attached in full to this announcement. MCC seeks a Contractor to provide Independent Evaluation Services in support of Benin II Off-Grid Energy Access Project (OGEAP) to include the Enabling Environment for Off-Grid Electricity Activity and the Off-Grid Clean Energy Facility (OCEF) Activity. The independent evaluator will also evaluate the grants under the OCEF Activity, but not all grants must be evaluated. Specifically, the independent evaluator will assess the evaluation plan, develop the evaluation design report, develop evaluation materials, undertake baseline data collection, develop the baseline report and data documentation package, disseminate the baseline package, monitor the program implementation and conduct a risk assessment, revise the endline evaluation materials, undertake endline data collection, develop the final report and data documentation package, and disseminate the final results. The following evaluation criteria are hereby included in paragraph (a) of provision 52.212-2 Evaluation - Commercial Items. A. Technical Capability a. Sub-Factor 1: Staffing b. Sub-Factor 2: Technical Approach/Methodology c. Sub-Factor 3: Management Approach B. Past Performance C. Cost Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with their offer. See Section K of the solicitation. Offers must be submitted via email to Mr. David F. Fuller at fullerdf@mcc.gov with a copy to Ms. Jacqueline H. Naranjo at naranjoj@mcc.gov no later than Noon ET on Wednesday, July 25, 2018.
