Description

The National Cemetery Administration is soliciting offers under Solicitation No. 36C78618Q0409 for a HVAC maintenance services contract at Abraham Lincoln National Cemetery; 20953 West Hoff Road; Elwood, IL 60421. All information below is the same as the previous Pre-solicitation Notice except the set aside and dates, please see adjusted information below.. The vendor shall furnish all labor, supervision, professional expertise, technical engineering verification, equipment, and tools to provide semi-annual inspections to include a (DMS) technician and perform scheduled quarterly preventative and maintenance servicing repairs to include consumable items to Trane and all other related brands of heating and cooling equipment. All servicing maintenance shall be completed during normal working business hours of 8:00am to 4:30pm. The Contractor shall set up and provide to the cemetery a preventative/maintenance program, and schedules for services provided. All services, or repairs not covered under the service agreement plan will get prior approval from the COR before proceeding with repairs or services. A Contractor with three years past professional experience in HVAC maintenance is required. There is no organized site visit, contact the cemetery to make an appointment: (815) 423-9958 All questions shall be submitted in writing to the Contract Officer (CO) at Katherine.Iacovelli@va.gov. All questions due by 7/11/18 at noon. Work shall be performed in strict accordance with all terms, conditions, specifications, schedules and drawings. Performance shall be in accordance with the requirements, conditions, terms and representations contained in this solicitation, any pertinent OSHA Occupational and Safety regulations, VA and Federal Security regulations and policies, and any State and/or local regulations, laws and codes. Proposals will be evaluated and award will be made to the responsible offeror conforming to the solicitation with the lowest evaluated prices of proposals meeting or exceeding the acceptability standards for the non-cost factor of Past Performance. Price will be evaluated for reasonableness. The lowest bidder will not necessarily get this award. Just providing a price with no substantial information on pricing and/or performance will result in an inferior proposal and may be considered technically non-responsive. The Government will not consider offers that are considerably too low or too high. Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. Price will be evaluated on the basis of its realism and acceptability to the Government. Risk will be considered in all of these factors. This acquisition is set aside for 100% Small Business.   The NAICS Code is 238220.   Size standard is $18 Million.   Electronic solicitations will be available for download from http://www.fbo.gov on or about July 2, 2018. Any amendments to the solicitation will also be available at www.fbo.gov.   Offerors are advised they are responsible for obtaining any amendments.   Responses to the solicitation are due by noon Eastern time on July 16, 2018. Information shall be submitted in the manner requested in FURTHER INSTRUCTIONS TO OFFERORS.
