Description
The Army Contracting Command - Rock Island (ACC-RI), Rock Island, IL. on behalf of the Product Director for Demilitarization, is conducting a sources sought to identify potential sources that possess current capabilities, experience, and expertise in the Demilitarization and Disposal of smoke generating ammunition that contains HEXACHLOROETHANE (HC). Items under consideration include canisters, smoke pots, hand grenades, 105mm and 155mm artillery projectiles containing HC. Demilitarization (Demil) is defined as the act of eliminating the functional capabilities and/or inherent military design features DOD property. Methods and degree range from removal and destruction of critical features to total destruction by cutting, crushing, shredding, melting, burning, etc. Demil is required to prevent property from being used for its originally intended purpose and to prevent the release of inherent design information that could be used against the United States. Demil applies to materiel in unserviceable as well as materiel that is in serviceable condition but is considered obsolete. Interested parties should demonstrate that they possess the experience and capability, to include all necessary materials, equipment, property, permits, licenses and personnel to perform demilitarization for a variety of items containing HC including components. If respondent does not have current capability or facilities for the demil of various HC smoke items and components, they shall demonstrate how current capabilities and facilities can be modified to meet this requirement. Reuse, Recycle and Recover (R3) Processes are highly encouraged. Open Burning and/or Open Detonation (OB/OD) are not permitted technologies for any end item or component. Storage facilities shall be identified that can secure U.S. Government property. Storage facilities shall meet the requirements of DOD 5100.76M for 1.3/1.4 G categorized sensitive ammunition. Interested sources should provide responses that contain the following information: a. Name of company and CAGE code; b. Point of Contacts name, telephone number and E-mail address: c. Company address d. Business size information; e. Identification of whether you are interested in this opportunity as a prime or a subcontractor; f. A brief summary of the company's capabilities (to include descriptions of facilities, equipment, skills and personnel) experience, and expertise, including knowledge of safety, security, storage, and/or environmental regulations associated with the demilitarization and disposal of HC smoke items. g. Confirm if required licenses, permits, and facilities are in place. If not, describe what is required in order to be able to start demil; h. Confirm storage facilities are available to secure all U.S. Government property, which may be provided to accomplish this task. Storage facilities must meet requirements of DOD 5100.76M for categorized sensitive ammunition. Provide details on storage capabilities; i. Details regarding experience with similar efforts/items; j. Identification of potential sources for major subcontractors if the source intends to utilize a subcontractor(s); k. Identification of additional equipment needed, lead time to obtain and install such equipment.
