- SOURCES SOUGHT NOTICE: The U.S. Army Corps of Engineers, Kansas City District is conducting market research for Replacing Historic Windows and Storm Windows at Fort Riley, Kansas. THIS SOURCES SOUGHT NOTICE IS FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY. THIS DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO AWARD A CONTRACT FROM RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY INTERESTED PARTIES IS STRICTLY VOLUNTARY AND NO MONETARY COMPENSATION WILL BE PROVIDED FOR RESPONSE PREPARATION OR FOLLOW UP REQUESTS. The purpose of this market research is to obtain insight into the interest, capabilities and qualifications of small business firms related to historic renovation and restoration, and to determine if there is adequate competition to compete and perform a firm fixed price construction type contract award. The scope of this requirement includes restoration of some historic building windows and storm windows. ACQUISITION STRATEGY The Government anticipates a firm fixed price type contract for this project, with one (1) base requirement and three (3) option years. The magnitude of this project is between $5,000,000 and $10,000,000. The applicable North American Industrial Classification System (NAICS) codes and applicable size standards include but are not limited to: Commercial and Institutional Building Construction 236220, $36.5M ADDITIONAL PROJECT INFORMATION Prior experience in the following areas are required: Prior experience with construction of projects with similar scope and magnitude is required. - Making misc. repairs to historic windows, to include replacing or installing: wood trim; storm windows; window components; and ancillary work associated with the repair of historic wood windows. Specify if work was done in occupied or unoccupied buildings. - Experience accomplishing misc. window and other architectural repairs on multiple buildings concurrently. HOW TO RESPOND TO THIS SOURCES SOUGHT NOTICE IF YOUR COMPANY HAS RECENT (WITHIN 6 YEARS) EXPERIENCE SIMILAR TO THAT MENTIONED IN THE ABOVE SCOPE OF WORK PLEASE RESPOND TO THE INFORMATION BELOW BY E-MAIL TO: Teresa Cabanting, teresa.m.cabanting@usace.army.mil with courtesy copy to Alice Jeffres, alice.m.jeffres@usace.army.mil on or before 2:00 pm Central Standard Time (CST) Wednesday, 09 July 2018. An E-mail acknowledging receipt will be sent to each individual submission. Contractor submission should provide the following information and answer ALL the questions listed below: COVER LETTER: 1. Business name, address, CAGE code and DUNS number; and Point of Contact including name, phone number and email address responsible for submission; 2. Company Website 3. Company size (Small or Large), in accordance with the North American Industry Classification System (NAICS) code 236220. 4. If a Small Business, specify your business' small business category (e.g. Woman Owned, HUBZone, 8(a), etc.) SOURCES SOUGHT QUESTIONS: 1. Contractor's interest in bidding on the solicitation when it is issued. 2. Description of up to five (5) similar projects completed by your company as a prime contractor within the past six (6) years, including as much of the following information as possible: (a) Dollar amount of the contract; (b) Brief description of the technical requirements of that project; (c) A description of the work that was performed and whether it was self-performed or performed by a subcontractor; if performed by a subcontractor, identify subcontractor; (d) Indication of how long the services took to complete from start to finish; (e) Name, address, point of contact and phone number of customer organization for which the work was done. Contractor may submit examples of work done by a subcontractor, if that subcontractor intends to enter into a letter of commitment with the contractor. 3. Firm's Joint Venture information, if applicable - existing and potential. 4. Contractor's Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars.) 5. Does your company have adequate financial resources to perform the contract, or the ability to obtain them? If so, please describe the financial requirements you expect that your company would have as you stand up the necessary workforce and production materials to complete the contract, and how you'll meet the contract's correspondent cash flow requirements. The response must be specific to the qualifications listed above to show that the respondent is qualified and possesses the necessary skills, experience and capabilities. If a response does not clearly demonstrate that the respondent meets the qualifications, possess the necessary skills, experience and capability the response will not be considered as positive confirmation for the purposes of market research which will be used to support procurement planning initiatives.
