Description
The Government has changed the requirement from "Army Regulation 420-1 sets the life expectancy for ARFF vehicles at 15 years. The vehicles contracted will be no older than 15 years for the duration of the contract and options." To Read: A vehicle produced no earlier than 1990. The Government has added the following to the RFQ: 1. The Vendor Shall guarantee the trucks will remain in a serviceable condition for the duration of the contract. 2. The Government has changed FAR Clause 52.212-2 Evaluation- Commercial Items from: 2.a The Vendor who's quote is the Lowest Price and Lowest Price Alone with no derogatory past performance. 2.b To read: The Government will use the following factors to evaluate the quotes. Technical (acceptable requirements will hold a greater weight in evaluation) than price. The Government will evaluate factors such as, but not limited to, mileage, condition, added value items, such as accessories when determining technical and may award to a Vendor who' s price is higher but a better value (and or most technically acceptable) to the Government. Price is always a consideration and the Government reserves the right to award to the lowest priced vendor in lieu of the potential added benefit if the Government finds the costs to be excessive or unwarranted. 3. The RFQ has changed from: "Seating Capacity: The seating capacity in the cab will be four (4)." To Read: Seating Capacity: The seating capacity in the cab will be at least three (3). Added merit will be given to a vehicle that can seat four.
