- Redacted J&A Request for Quote The Naval Air Systems Command (NAVAIR) Tactical Airlift Program Office, PMA-207, intends to solicit and award a firm-fixed price contract for one Pratt and Whitney Model JT15D-5D, new or overhauled zero-time, engine for the Navy's UC-35C aircraft fleet. This is a combined synopsis/solicitation for a commercial item authorized under FAR Subpart 13.5 and prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number N00019-18-Q-0004 is issued as a Request for Quote (RFQ). All interested offerors are responsible to monitor the solicitation for any possible amendments and changes. The applicable North American Industry Classification System (NAICS) code is 336412, Aircraft Engine and Engine Parts Manufacturing. This RFQ is FOB Destination with delivery and acceptance at: MARINE TRANSPORT SQDRN DET BELLE VMR DET BELLE CHASSE 4TH MAW 400 RUSSEL AVE BLDG 263 JRB NOLA BELLE CHASSE, LA 70037 DODAAC: M67904 Please provide the delivery date with your quote. The Government would like to receive the subject engine as soon as possible. To be eligible for contract award, contractors must be registered with the System for Award Management (SAM) database. For instructions on registering with the SAM, please see the SAM web site at http://www.sam.gov. All offerors are required to submit a completed copy of the Federal Acquisition Regulations (FAR) Provision 52.212-3 Alt 1, Offeror Representations and Certifications - Commercial Items Alternate 1, with the offer. All payments are to be paid through the Wide Area Work Flow (WAWF). WAWF registration instructions, on-line training, user guides, quick reference guides, and on-line support documents and information can be found at the following websites: www.wawf.mil and www.wawf.ed.mil. Payment information may be accessed through the DFAS website at: www.dfas.mil. Quotes shall include: Solicitation Number; Name; Address; Telephone Number; Warranty Terms; Unit Price; Discount Terms; F.O.B. Destination; Commercial and Governmental Entity Code (CAGE); Dun & Bradstreet (DUNS) number; Tax ID Number; and acknowledgement of all solicitation amendments. Offerors that fail to furnish the required information, or reject the terms and conditions of the solicitation, may be excluded from consideration. This letter does not obligate the Navy to award the effort detailed above, nor does it authorize commencement of the effort. This letter does not change the terms or conditions or result in increased prices of any Government contracts. In the event that a contract is not enacted for this requirement, the Government is under no obligation to reimburse your company for any costs incurred in anticipation of an award. Therefore, Contractors are not authorized to commence any effort as a result of this request until confirmed by issuance of written correspondence, via letter or purchase order, as authorized by the Contracting Officer. Quotes are due on or before 12:00pm EST on Wednesday, 11 July 2018. Quotes must be submitted via email to ronald.a.hickman@navy.mil and megan.e.spence1@navy.mil. Quotes received after this 11 July 2018 deadline, or via any means other than email, will not be evaluated. All questions/clarifications in reference to this RFQ must be submitted via email to the Contract Specialist, Megan Spence, at megan.e.spence1@navy.mil and Ron Hickman, at ronald.a.hickman@navy.mil, no later than 12:00 pm EST Tuesday, 03 July 2018. Only electronic submissions of questions/clarifications will be accepted. Questions/clarifications will be addressed in an amendment to the solicitation. Any questions/clarifications submitted after 12:00 pm EST on Tuesday, 03 July 2018, or via any means other than what is specified above, will not be answered.
