Description
SOURCES SOUGHT SYNOPSIS: Note that this is NOT a request for quotes or proposals; the 55th Contracting Squadron, Offutt Air Force Base, NE, is seeking information for market research purposes only for the following services listed below: This is a Sources Sought announcement. The 55 Contracting Squadron intends to contract for maintenance and repair services for the GRAB 300 barrier system and associated barrier operation controls. This system includes 2(two) Smith & Wesson Security Solutions (SWSS) GRAB Active Vehicle Barriers, and 6(six) Drop Arms at Offutt AFB for the 55th Wing (the ‘Government'). The Government intends to execute a one year contract with four options years that includes all supplies, materials, equipment, tools, labor, personnel, transportation, supervision, and management necessary to perform maintenance and repair services (excluding routine maintenance that is to be provided by the Government). The Government may also be interested in a replacement of the current Active Vehicle Barrier System. Basic Maintenance Services: The contractor shall maintain the GRAB Active Vehicle Barriers, Drop Arms systems, and all associated controls and safety devices in accordance with established professional standards, appendix A, appendix B and manufacturer's instructions. The contractor shall regularly conduct preventive maintenance inspections (PMI) and related services to sustain the systems and prevent service interruptions. Corrective actions shall be performed to correct any deficiency identified on any of the systems GRAB Quarterly Preventative Maintenance Test and Verify that all accessory safety detection equipment is working properly Test and verify that al safety warning equipment is working properly Apply high-grade lithium grease to all grease fittings Inspect net pits for wear, debris, and uniformity Clean and remove net pads and remove all debris Test all barrier functions for proper use Check proximity switches Inspect the net for wear of possible damages Inspect the net encasements for wear or possible damage or excessive wear Inspect the net encasements for wear or possible damage Inspect anchor stanchions for possible damage or excessive wear Test all functions of all operator stations and main panel Check BCP fan and thermostat operation Inspect Concrete foundations for settling Verify the net is properly tensioned Tighten nuts and bolts as necessary applying correct torque to all connecting bolts Inspect all ground anchors Check for rust-sand and identify areas that require corrosion control Inspect all electrical, control and operator panels for loose screws, buttons, and electrical components and tighten if necessary Check all wire terminations and tighten as required Perform any and all other tasks described in the manufactures maintenance manual. GRAB Annual Preventive Maintenance Perform all tasks listed above in the quarterly maintenance checklist Replace shear pins (requires removal of existing shear pins, installation of new shear pins, tensioning turnbuckles, and verification of net tension per maintenance manual) Perform any and all other tasks described in the manufactures maintenance manual. Drop Arm Preventive Maintenance Quarterly and Annual Preventive Maintenance Inspect all components for proper shock absorption and function Inspect exterior of cabinet and housing for damage Check drop arm for damage or excessive wear Confirm that the drop arm operates smoothly during the raise and lower cycle. Adjust speeds as required Remove drop arm inspection plates and check for dirt build up in the bottom of the frame Tighten fittings and clean debris as necessary Check all control functions for complete operation of all features Perform minor greasing as needed on necessary system components Check all electrical connections and wire terminations and tighten as required Verify all functions of the drop arm are working properly and the arm is parallel to the roadway in the down position Visually and electrically inspect the loop detectors for any breaks, cracks, or exposed wire Tighten any nuts, bolts, or loose mechanical components as necessary Clean and inspect for chipped or rusted components Check pins for excessive wear or damage Examine the frame for dirt build up Tighten any loose bolts Inspect the condition of the drop arm paint surface Inspect the pendulum support for any damage or excessive wear Verify all LEDs are working properly Perform any and all other tasks described in the manufactures maintenance manual The designated NAICS Code is 561621 and a Size Standard of $20.5 million. Your response shall include the following information: •Size of company (i.e., 8(a), HUBZONE, WOSB, Veteran Owned, Small Disadvantaged Business, Service Disabled Veteran Owned, etc.), •Relevant past performance on same/similar work dating back to the last three (3) years and your company's capability to do this type of work. Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition (see Statement of Work below). It is imperative that business concerns responding to this sources sought articulate their capabilities clearly and adequately. The information should be sent to 55 CONS preferably via e-mail to jeffrey.stuart.6@us.af.mil and paul.erickson.8@us.af.mil by 0800 Central Standard Time on 5 July 2018. IF A SOLICITATION IS ISSUED IT WILL BE ANNOUNCED AT A LATER DATE, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement.
