Description
Single Source Determination To establish a Sole Source, Small Business, Blanket Purchase Agreement (BPA) to Provide Emergency Generator 24x7x365 Fuel Delivery under the authority of FAR 13.106-1(b)(1) and FAR13.303-2(c)(2). The National Oceanic and Atmospheric Administration (NOAA) Environmental Satellite and Information Service (NESDIS) National Center for Environmental Information (NCEI) requires 24x7x365 emergency generator fuel delivery to support mission critical operations in Asheville, NC. NAICS code 324110. •Service shall include delivery of Non-Road #2 Low Sulfur Diesel (LSD) fuel to above ground tanks. Additives to prevent gelling and eliminate moisture shall be included. •Service shall include all tools and materials needed to transport and deliver the fuel to the 1,250 gallon tank. •Service is expected to be one (1) delivery of approximately 200 gallons, per 12 month period, but multiple deliveries may be requested during the period of performance in the event of an emergency. •Nonemergency deliveries shall be completed within 3 business days of notification. •Emergency deliveries shall be completed within 4 hours of notification on a 24x7, 365 day, schedule - including inclement weather. •Service shall include an emergency POC representative who is available/on-call 24x7, 365 days a year for delivery service. •Delivery personnel must have a valid driver's license to legally operate the delivery truck. •Service must meet and conform to all Federal and State of North Carolina environmental laws, statutes, and regulations concerning the transportation of fuel. •The vendor shall be responsible for taking precautions to avoid spills, ensuring the fuel is contained at all times, and for all costs and fees incurred to clean-up all fuel should a spill occur. •Delivery Tickets - All deliveries under this agreement shall be accompanied by Delivery Tickets or Sales Slips that shall contain the following minimum information: -Name of supplier -BPA number -Date of purchase -Purchase number -Itemized list of supplies or services furnished -Quantity and unit price -Date of delivery •Invoices- An itemized invoice shall be submitted at least monthly or upon expiration of this BPA, whichever occurs first, for all deliveries made during a billing period and for which payment has not been received. These invoices need not be supported by copies of delivery tickets.
