Description
The U.S. Army Corps of Engineers, St. Paul District has a requirement entitled: LD5A Sheet Pile Installation. The auxiliary lock bay is located to the east of the main lock, which is adjacent to the dam embankment on the Minnesota side of the Mississippi River. LD5A lies between Fountain City, Wisconsin and Winona, Minnesota (Winona County), accessible from Wisconsin State Highway 35. There is no land access to the main or auxiliary lock chambers at LD5A. Our intent is to issue a competitive solicitation in July 2018 for the award of one firm-fixed-price contract. Using USACE supplied plans and specifications, the contractor will accomplish the following summary Scope of Work: This work involves creating an auxiliary lock bay closure at LD5A upstream of the existing auxiliary miter gates. The closure will serve as a new damming surface for the structure. The new closure will consist of two parallel rows of sheet pile secured with tie-rods with granular material filled in the space between the sheets. Permeation grouting will be performed for seepage control measures. Timber fenders will be attached to the upstream face of the closure, and access ladders will be installed as part of the project work. The North American Industry Classification System (NAICS) code for this project is 237990; Other Heavy and Civil Engineering Construction with a size standard of $36.5M. This procurement is set-aside 100% for small business concerns. The estimated magnitude of construction is between $1,000,000 and $5,000,000; the contract will require 100% performance and payment bonds. This synopsis is not a request for quotes (RFQ), proposals (RFP), or in an invitation for bids (IFB). This is a pre-solicitation notice indicating that a solicitation for a competitive acquisition for the award of one firm-fixed price contract is intended to be issued via FedBizOpps (www.fbo.gov) in the near future-the solicitation will not be issued less than 15 days from the date of this announcement. The specifications will be detailed in the solicitation once issued. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Bids will be due not less than 30 days from the date the solicitation is issued. The definitive IFB due date and time will be stated in the solicitation and any associated amendments that may be issued. No CD's or hard copies will be available. Bidders are responsible for checking the referenced page for any update(s) to this Notice.
