- M119A3 Howitzer Inertial Navigation System Purpose: The Army Contracting Command (ACC) New Jersey, Picatinny Arsenal, NJ 07806-5000 is conducting a Market Survey on behalf of the Joint Program Manager Office Towed Artillery Systems (JPMO-TAS) to identify potential sources for an Inertial Navigation System (INS) to support the M119A3 Howitzer. Description: This Sources Sought Notice is for planning purposes only and shall not be construed as a solicitation or an obligation on the part of JPMO-TAS or RDECOM-ARDEC. The purpose of the INS is to provide accurate targeting, position and navigation capability to the howitzer. The Inertial Navigation System is a necessary part of that digitized capability and as Line Replaceable Units (LRUs) the INS shall include an Inertial Navigation Unit which determines gun tube position (latitude, longitude and altitude) and attitude (azimuth, elevation and cant), a Vehicle Motion Sensor (VMS), the cable for interconnecting the VMS to the INU and all mounting devices/assemblies needed for attaching, aligning and shock isolating (if required) those items to meet the requirements of PRF-INU-13029385, Performance Specification for the Inertial Navigation System (INS) for the Digitized M119A3 Howitzer. The INS shall be aided by an embedded Global Positioning System (GPS) receiver; however it must also be capable of operating in a degraded fashion without GPS aiding. The currently fielded INS technology is proprietary and INS technical data is not available in either scenario. All interested vendors are requested to provide: 1. Statement of capability describing the vendor's capability to provide the Inertial Navigation System to support the M119A3 Howitzer. 2. Rough Order Magnitude Cost to provide the Inertial Navigation System to support the M119A3 Howitzer supplies/services inclusive of any Design Verification efforts based upon quantity 50. 3. Rough Order Magnitude Schedule to provide the Inertial Navigation System to support the M119A3 Howitzer capabilities, inclusive of any Design Verification efforts 4. The Technical Documentation for this procurement is Distribution Statement C, and vendors will be required to fill out DD Form 2345 prior to receipt of technical data related to this sources sought Submissions of designs that are not fully compliant with all requirements are also encouraged so that JPMO-TAS and RDECOM-ARDEC may assess the capabilities of all currently available sources. The Government recognizes that proprietary and/or classified data may be a part of this effort. If so, clearly mark such restricted/proprietary and classified data and present them as an addendum to the nonrestricted/non-proprietary and unclassified information. As a result of this Sources Sought Notice, a Request for Proposal (RFP) may be issued to acquire the M119A3 Inertial Navigation System. Participation in this Sources Sought is completely voluntary by the vendor and as such all costs to develop the vendor's response are to be borne by the participating vendor.
