This acquisition is being solicited as full and open competition for both large and small businesses. The resulting contract will be firm-fixed-price (FFP). The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 238210 - Electrical Contractors and Other Wiring Installation Contractors - Size Standard $15 million. The Airfield Lighting requirement consists of two phases (100% designed): Phase One includes, but is not limited to: repair of degraded lighting system, replacement of manholes/hand holes, installation of a counterpoise ground system, installation ALSF-1 approach lighting system, replacement of runway PAPI and airfield signage, milling of north overrun, and updating of 18-way circuit to 24-way circuit. Phase Two is an option to be exercised within one year of Phase One award. Phase two includes, but is not limited to: repair of Airfield taxiway lights, installation of a counterpoise ground for taxiway lights, replacement of manholes/hand holes, replacement of existing infrastructure/incandescent fixtures with LED light fixtures, installation of taxiway edge lights, and replacement of runway signage. The project magnitude for each phase is as follows: Phase One - $10,000,000 and $15,000,000 Phase Two - $1,000,000 and $5,000,000 This solicitation and any amendments are paperless and will be available on the Internet only. A solicitation mailing list will not be maintained for this procurement as all solicitation documents will be available electronically and it is the responsibility of the offeror to monitor this site for the release of information and to register for notifications to this procurement via this website. For a copy of the project documents, specifications, and drawings, send an email request to billie.olson@us.af.mil. Within the request, identify the recipient names and email addresses. These identified individuals will receive the files through AMRDEC SAFE File Exchange. All contractors must have a valid DUNS number and be registered in System for Award Management (SAM) in order to be considered for award of a contract with any DOD agency. Contractors may access the Internet site at: https://www.sam.gov/portal/SAM/ to register and/or obtain information about SAM. The government reserves the right to cancel this solicitation prior to or after the closing date. A site visit will be conducted at Scott AFB on 11 July 2018 (See Section A of the solicitation). The purpose is to brief prospective offerors on solicitation requirements and conduct a visit of the construction site. The following is a checklist to assist with proposal preparation. The checklist is also available as Attachment 12. Proposal Checklist FA440718R003 Repair Airfield Lighting The following is a list of important dates and documents required for proposal submission (in chronological order). • Request Access for Site Visit NLT 06 JULY 2018 0900 CDT • Attend Site Visit 11 JULY 2018 0900 CDT • Submission of Questions/Requests for Information (RFI) Due 20 JULY 2018 1500 CDT • Proposal Due 27 JUL 2018 1500 CDT. Proposal submitted via AMRDEC. See Solicitation Section A. Volume I • SF1442 Price Schedule and Solicitation: Complete Blocks 14 - 16 and 19 - 20 (A - C). Complete block 30A and sign and date blocks 30B and 30C. Submit a completed copy of Price Schedule, page 5. • SF1442 Amendments: Complete Blocks 8 and 15 (A-C) for each amendment issued under this solicitation. • Clauses and Provision s : Offerors shall complete all areas contained in Administrative Data of Section G, FAR Provision 52.219-28 in Section I, FAR Provisions 52.204-8 and 52.209-7 in Section K, and all other clauses and provisions, including exceptions or deviations, within Sections I, K, and L, as applicable to the offeror. • Bid Bond: Bonds shall be submitted electronically with proposals in the amount of 20% of the proposed project price in accordance with FAR Clause 52.228-1 found in Section L of this solicitation. Offerors shall ensure all seals and signatures are plainly visible in electronically submitted bonds. • Section 8(a) Status: Provide a copy of your Small Business Administration letter for companies certifying as 8(a) business. • Joint Ventures and Teaming/Partnering Agreements: Joint ventures and teaming or partnering agreements must be disclosed and comply with Section K and Section L, paragraphs L-1.4 or L-1.5, as applicable, of the solicitation. • Submit a completed copy of Attachment 12, Proposal Checklist. Volume II • Past Performance Information Sheets - Submit one (1) to three (3) contracts awarded, completed or in progress within the past five (5) years from the solicitation date (SF1442 Block 3). See Attachment 09. Volume III • Small Business Participation Proposal - Required for both Large and Small Business Offerors. See Attachment 11. All questions and requests for information (RFIs) must be submitted in writing, without exception, to Mr. Rodney Brown at rodney.brown.10@us.af.mil and Ms. Billie Olson billie.olson@us.af.mil, for documentation purposes.
