Community Policing and Model Police Precinct Advisor Guatemala City, Guatemala Issuance Date: 06/27/2018 Closing Date: 07/11/2018 SOLICITATION NUMBER: PSC-18-037-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. HOW TO APPLY Offerors proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. The Government is not responsible for any costs incurred by the offeror during the solicitation process. INL's Office of Western Hemisphere Programs (INL/WHP) is responsible for justice and anti-narcotics programs in Latin America and the Caribbean. INL/WHP provides policy guidance and develops, executes, and monitors programs to address the full range of criminal justice issues as they relate to international development. INL/WHP currently has corrections programs in Mexico, Central America, and other Latin American countries. The INL- Guatemala Community Policing Program is designed to demonstrate the effectiveness, within a limited geographic area, of modern methods of policing that rely on community input to combat crime. The program is community driven and utilizes citizen complaints, crime incident reporting to determine where best to direct patrolling, and investigations. Through the collection of credible statistical information, the program assists with developing strategic plans to best direct the efforts of the National Civil Police (PNC), local police, and municipal government entities to combat crime, mainly through the development of Model Police Precincts in municipalities throughout Guatemala Relationship: The Community Policing and Model Police Precinct Advisor will receive general guidance from and report initially to the INL-G Director, and then to the Police Professionalization and Reform Program Officer once filled. Duties and Responsibilities 1.Coordinate activities with the Police Professionalization and Reform Program Officer and the other policing advisors at post. 2.Oversee implementation of community policing programs in the target communities in different municipalities throughout Guatemala. 3.Advise the Guatemalan National Civil Police (PNC) and the municipal government entities on the development of community policing programs that help engender trust in the police and reduce crime and homicides rates in targeted communities. 4.Coordinate with U.S. government agencies operating in Guatemala, the Guatemalan Police Reform Commission, municipal government entities, non-profit organizations, community-based groups, and appropriate Guatemalan government stakeholders. 5.Initiate and coordinate neighborhood crime watch programs, gang prevention programs, safe community projects, and safe school programs in targeted communities. 6.Work in partnership with non-governmental organizations, Indigenous Leaders, non-profit organizations, and community-based groups on community policing activities. 7.Track long-range planning of community police program activities, including assessment, training, certification and implementation. 8.Serve as an INL Contracting Officer's Representatives (COR), performing monitoring and oversight of Foreign Assistance, Domestic Programs, and/or Contracts as well as an INL Grants Officer Representatives (GOR) and Agreements Officer Representatives (AOR), performing duties associated with assistance awards or Interagency Agreements. Major Position Elements 1.Responsible for keeping INL Director, INL/WHP Guatemala Program Officers, and other U.S. personnel, as appropriate, informed and briefed on all matters relating to community policing programs, advisory assistance, and training initiatives in the Guatemalan law-enforcement entities. 2.Work closely and coordinate activities with the other INL program managers at post. 3.Establish collaborative partnerships in the target communities between the Guatemalan government and the individuals and organizations they serve to develop solutions to problems and increase trust in police. 4.Assist the Guatemalan government to develop best practices to oversee, coordinate, and administer educational and development opportunities for various community organizations and schools. 5.Build the capacity of local law enforcement entities in order to promote citizen safety, improve law enforcement, and rule of law interests. Assist the Guatemalan government to implement, oversee, and coordinate best practices for achieving the goal of crime reduction at the precinct or higher level. 6.Assist in the preparation of procurement documentation for technical services, training, and commodities as well as monitoring procurement actions, including drafting source-origin waivers, bid solicitations, scopes of work, and delivery and acceptance of procured items. 7.Attend meetings with U.S. and host-government officials as requested, including the regional working group meetings. Assist U.S. Embassy officials in developing citizen safety, law enforcement, rule of law, and prevention strategies and programs. 8.Coordinate closely with U.S. government federal law enforcement agencies, the Police Reform Commission, U.S. military representatives in Guatemala, and USAID. 9.Evaluate and advise the U.S. Embassy on the performance of GOG agencies operating in conjunction with INL assets and resources regarding the preventive policing to evaluate and recommend the need for training. 10.Execute model police precinct projects in accordance with the objectives and terms established in the Letter of Agreement, the INL Work Plan, or similar documents. 11.Prepare regular reports for the INL Director including drafting sections of various program requests, cables, Congressional Notifications, and briefings, as requested. 12.Identify training needs of the Model Precinct's personnel. Propose training options and course availability in the U.S. or internationally. 13.Assist the municipal government entities to develop best practices to oversee, coordinate, and administer educational and development classes/programs for various community organizations and schools. 14.Assist the Indigenous government authorities to develop best practices to oversee, coordinate, and administer educational and development classes/programs for various community organizations and schools. TRAININGS & DISTANCE LEARNING COURSES 1.Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 90 days of arriving at Post. 2.Completes the Grants Officer Representative training requirements including, but not limited to (PY260) Federal Assistance Management, (PY220) Introduction to Grants and Cooperative Agreements, (PY222) Monitoring Grants and Cooperative Agreements, (PY261) GOR Training, and (PY320) Ethics in the Grants Environment within the first six months of arriving at Post, or at the earliest available course offering thereafter, if not offered in that time. 3.Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. 4.Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT610) prior to deployment to Post. Minimum Qualifications 1.U.S. Citizenship with the ability to obtain and maintain a Department of State Secret level security and medical clearances. 2.Bachelor's degree from an accredited institution in criminal justice, law, project management, business administration, psychology, sociology, industrial engineering, or a related field, and a graduate of a certified, state, or federal law enforcement training academy. 3.Demonstrated eight (8) years of law enforcement experience, of which two (2) years must have been in community policing program management positions. 4.Demonstrated four (4) years of experience in project management roles, including strategic planning, resource management, budgeting, oversight, and evaluation of community policing operations. 5.Demonstrated experience working in an overseas environment identifying prevention techniques. 6.Demonstrated superior interpersonal and liaison skills in a multi-agency and multi-jurisdictional environment. Strong verbal and written skills, with ability to present and defend complex analyses and proposals concisely. 7.Superior English and Spanish (FSI level 3/3) oral and written communications skills. 8.Proficient in Microsoft Office Suite. Preferred Qualifications •Demonstrated experience working with prevention and community policing programs. •Extensive experience training and instructing foreign law enforcement personnel. •Demonstrated experience in developing and managing programs that target crime-specific activities and at-risk populations. •Demonstrated experience conducting inspections of law enforcement-related programs and procedures. Evaluation Criteria Factor 1:Development/Planning:(30 points) Demonstrated relevant experience in developing, planning, and operating community policing programs and the ability to coordinate with civil leaders, local community officials, and members of the donor community. Factor 2:Management:(30 points) Demonstrated knowledge of community policing management, concepts, project management, budgeting practices, and principles in order to develop recommendations for effective program implementation. Factor 4:Operations:(20 points) Demonstrated ability to provide operational guidance to all components of a community-policing program, including the ability to liaise with relevant USG agencies, domestic law enforcement and corrections agencies, and the international community for the purpose of sharing information and developing complementary policies and programs. Factor 5:Past Performance:(20 points) Past performance of applicant's ability to perform duties under this contract. The Government reserves the right to utilize all information available at the time of evaluation, whether provided by the applicant or obtained from other sources. The most qualified candidates may be interviewed, required to provide a writing sample, and demonstrate an ability to operate commonly used office applications. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that a candidate has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. Professional references and academic credentials will be evaluated for applicants being considered for selection. COMPENSATION (BASE PAY) For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
