- Sources Sought Announcement for FY18 Army Prepositioned Stocks Tree Cutting - Powidz Air Base, Poland 1. Anticipated Project Title: FY18 APS Tree Cutting Powidz Air Base, Poland 2. Agency: U.S. Army Corps of Engineers (USACE) Europe District (NAU) 3. NAICS: 561730 - Landscaping Services 4. Place of Performance: Poland 5. Project Description: U.S. Army Europe (USAREUR) has identified Powidz Air Base, Poland as a new European Activity Set (EAS) to move prepositioned equipment Army Prepositioned Stock (APS) within the U.S. European Command area of responsibility to enable U.S. Army Europe to continue military assurance to NATO allies. Under this service requirement, the contractor shall provide all labor, materials, equipment, coordination and services to U.S. Army Corps of Engineers Europe District (USACE) for tree clearing at the APS site. The scope of this project includes the following: a. Tree removal for approximately 38 Hectares. b. Prepare and implement an erosion control plan c. Install and maintain sediment control measures d. Inspect and repair as needed, erosion and sediment control measures weekly, and within 24 hours of rainfall exceeding 5 mm e. Any sediment tracked onto paved roads shall be swept at the end of each working day f. Establish vegetation in disturbed areas. Remove temporary erosion and sediment control measures within 30 days after permanent stabilization is achieved; g. Remove tree clearing debris from the site prior to completing the work and obtain required permits for disposal; h. Restore all areas affected during site works outside the clearing extents to existing conditions or better; i. Comply with requirements of Regional Directorate of Environmental Protection (RDOŚ) due to Natura 2000. It is needed to coordinate fieldwork with RDOŚ (including hiring an ecologist if required) in order to verify trees can be cut. j. Regarding clearing within areas requiring exclusion from forestry permit - comply with requirements of national forestry as the owner of the wood. The cutting works will be carried out under the supervision of national forestry. k. Regarding clearing within areas requiring exclusion from forestry permit - considering type of trees (deciduous stand) part of the cutting should be carried out by hand (part machine and part manual), using equipment owned by the contractor; l. Regarding clearing within areas requiring exclusion from forestry permit - the national forestry in coordination with WZI will decide about the method and place of storage, routes of transport, assignment and use of wood. However, no particular information is known at this time. It is known that it will be prepared in the form of appropriate assortments resulting from the current market demand. m. Regarding clearing in an area requiring commune authority permit - to obtain a permit for three cutting, a detailed inventory is required as a part of an application to be submitted to the local authority. Local authority decision will determine conditions and guidelines for tree clearing process. 6. Type of Set Aside: This acquisition will be an unrestricted action under full and open competitive conditions open to all eligible firms located in the NATO member nations. Small and Small Disadvantaged Business requirements are waived for this project due to its location OCONUS which means that this procurement and administration of the ensuing contract will use U.S. procurement laws and regulation, and all eligible firms located in the NATO nations are inviting to take part in this requirement. 7. Contract Period: The anticipated period of performance is 60 calendar days. 8. Sources Sought: The purpose of this sources sought is to gain knowledge of interest, capabilities and qualifications of contractors who have the capabilities to complete a project of similar magnitude. The Government must ensure there is adequate competition among potential pool of responsible contractors. Prior Government contract work is not required for submitting a response under this sources sought announcement. 9. Responses: The Capabilities Statement for this sources sought is not intended to be a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. It is to request statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. 10. Submissions: THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. This is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition. Please note it is required that interested contractors be registered in System for Award Management (SAM) to be eligible for award. Please see www.SAM.gov for additional information. In addition, this sources sought is not to be construed as a commitment by the government, nor will he government pay for any information solicited or delivered. Offerors response to the Sources Sought shall be limited to 5 pages and shall include the following information (Clarifications and or questions shall be submitted in a separate word document and will not count towards the 5 page limitation): • Offeror's Name, address(es), English speaking point of contact, phone number and e-mail address • Offeror's interest in proposing on the solicitation when it is issued • Offeror's Cage Code and DUNS number • Offeror's capability to perform a contract of this magnitude, complexity and duration (include offeror's capability to execute comparable work performed within the recent years, as the prime contractor to demonstrate your experience in tree cutting services as indicated in this announcement. A specific project is a single contract or a single task order under an indefinite delivery contract. Recent is defined as having been 100% completed within the five years prior to the submission due date. For each of the projects submitted for experience evaluation, provide the following: o title and location o award and completion dates o contract or subcontract value o Experience working in Poland o type of work for overall project and type of work your firm self-performed o current customer information including point of contact, phone number, and email address o whether the work was performed as a prime or subcontractor o type of contract and narrative of project description o description of the work that was self-performed by your firm, including the percentage of contract value your firm self-performed. • Offeror's Joint Venture information or Teaming Arrangements o Include Cage Code or System for Award Management (SAM) information/registration, if available 11.
