- Tygart Trash Rack and Trash Boom Replacement Synopsis The Corps of Engineers has need of a contract for The Tygart Dam located in Grafton, West Virginia for the following two (2) items: Item 1 - Fabrication and Installation of ten (10) Replacement trash rack structures. Work consists of minor shop fabrication and installation utilizing divers and a floating plant with a crane. The trash rack consists of three components, a track system, screen system and a lifting beam. The track system will be comprised of three (3) beams approximately 20 feet in length and the screen system will be comprised of an assembly measuring approximately 10 feet tall by 8 feet wide and 6 inches in depth, weighing approximately 5000 pounds or less. It will be constructed using various sizes and shapes of carbon steel, Fiber Reinforced Polymer (FRP) and Ultra High Molecular Weight Polyethylene (UHMW-PE) members. The steel items will conform to ASTM A992 Grade 50 and ASTM A709/A709M Grade 50F. The UHMW-PE will conform to ASTM D 4020. The FRP and UHMW-PE track system will be installed underwater with divers utilizing ASTM A193/B8/304/316 anchors with Hilti HIT-RE 500 V3 or approved equal underwater fastening epoxy mortar for anchoring. All welded joints are welded in accordance with AWS D1.5 and are to be tested by applicable nondestructive testing (magnetic particle, and visual). After fabrication and before installation the track rack screens will be painted utilizing a vinyl paint system. The screen system will be shop fabricated and assembled for inspection prior to installation. The track system will be installed utilizing a floating plant with a crane and divers. Once the track system is installed the screen system will be lowered into position and left submerged. Item 2 - Removal and disposal of existing trash boom approximately 2000 feet long and estimated total weight to be approximately 27,000 pounds and installation of a pre-fabricated stainless steel trash boom of similar size and weight. The original boom and the new replacement boom can both be separated into smaller segments as needed. The existing trash boom will be removed and disposed. The new Stainless Steel trash boom will be pre-fabricated item from Worthington Products Incorporated or approved equal. Preexisting Anchor blocks will be utilized for the new trash boom. The contractor will be responsible to develop and submit all detailed shop drawings for review and approval. The contractor is to deliver and install items 1 and 2 to Tygart Dam, Located in Grafton West Virginia. This acquisition will be a 100% set aside for Small Business. The resulting award will be for one (1) Firm-Fixed-Price (FFP) contract with two (2) Options. All responsible offerors are encouraged to participate. The work shall be completed within 490 calendar days after written Notice to Proceed. The Invitation for Bid (IFB) will be issued approximately 11 July 2018, online through Federal Business Opportunities (FBO.gov), therefore, requests for hardcopies of the solicitation will not be honored. In order to receive notification of any amendments to this solicitation, interested vendors must register as an interested vendor on the FBO.gov website. If you are not registered, the Government is not responsible with providing notification of any changes to this solicitation. Contractors must be registered in the System for Award Management (SAM) before receiving a contract award (go to www.sam.gov to register). Please be aware that SAM now requires a Notarized Statement as part of their registration and renewal process. This process could take more than ten (10) days. The NAICS for this procurement is 237990, "Other Heavy and Civil Engineering Construction" and the small business size standard is $36.5 Million.
