Pictures Statement of Work Solicitation Solicitation Number: 693JF718Q000033 Notice Type: Solicitation This solicitation is to acquire a qualified and experienced contractor to provide labor, material, transportation, tools, equipment and supervision to the replacement of the seawall sidewalk behind the Yocum Waterfront Activities Center. The sidewalk has been heavily damaged by severe winter storms and is cracked/collapsing in several areas. These conditions present a serious safety hazard to pedestrians, located at the US Merchant Marine Academy, in Kings Point, NY. The contractor shall be aware of the potential presence of hazardous materials, specifically lead-based paint and asbestos, in any buildings located at the USMMA. It is the responsibility of the contractor to take appropriate measures in accordance with all local, state, and federal environmental and occupational safety and health laws and regulations. (See the statement of work for a full description) The USMMA is an agency of the Maritime Administration (MARAD) managed by the United States Department of Transportation and listed on the National Register of Historic Places. Therefore, all work shall be consistent with the Secretary of the Interior's Standards for the Treatment of Historic Properties (36 CFR part 68) http://www.nps.gov/tps/standards/four-treatments/treatment-guidelines.pdf This announcement is a Total Small Business set-aside in accordance with Federal Acquisition Regulation (FAR) 52.219-6. This is a Total Small Business set-aside. The applicable NAICS code is 238110 (P oured Concrete Foundation and Structure Contractors ). The small business size standard is $15 Million in average annual receipts for the last three years. ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs)! The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts. Website DOT Short-Term Lending Program. THE MILLER ACT IS APPLICABLE AND PAYMENT AND PERFORMANCE BONDS IN A PENAL AMOUNT EQUAL TO 100% OF THE CONTRACT PRICE AND ANY INCREASES ARE REQUIRED. A BID BOND IS REQUIRED IN AN AMOUNT OF 20% OF THE BID PRICE. In accordance with FAR 36.204, the magnitude of this construction project is between $25,000 and 34,000. The government intends to award a Firm Fixed Price Contract. The package should include a Bid Bond 20% of the proposed award and a 100% Performance Bond within 10 days after award. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation will be most advantageous to the Government, price and other factors considered. Quoters must be registered with an "active" profile in the System for Award Management (SAM) in order to be eligible to receive an award from any Government solicitation; the SAM website is www.SAM.gov. In accordance with FAR 52.237-1 SITE VISIT (APR 1984) Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
