The Defense Health Agency (DHA) Enterprise Medical Contracting Office (EMCO) is conducting this RFI as a market research effort in anticipation of awarding a common sourcing platform that will provide 8(a) medical services under Product Service Code (PSC) Q200-Q500 series for the Military Health System (MHS). The intent of this RFI is to research the marketplace and obtain industry's questions on the attached Example-DRAFT RFP for Medical Q-Coded Services (MQS) as a 100% 8(a) small business program set- aside. DHA EMCO is seeking questions from vendors who provide (or intend to provide as an 8a contractor) contracted health care personnel in Military Treatment Facilities (MTFs) within the Continental United States (CONUS). BACKGROUND: The DHA supports the delivery of integrated, high-quality health services to beneficiaries of the Military Health System (MHS) and serves as program manager for acquisitions in support of the Military Services. The DHA and the Military Service Surgeons General operate MTFs worldwide that make up the direct care delivery system. The MTFs include clinics (stand alone, non-bedded facilities), community hospitals, and medical centers that are staffed by military personnel, civilian employees and contract staff. The contract staff is comprised of numerous medically-related occupations. These include health care providers/workers in the following broad functional categories supporting inpatient and outpatient facilities: • Ancillary Services (includes clinical positions other than nursing, physicians, or dental) • Dental Services (includes dentists, dental specialists, hygienists, assistants and technicians) • Nursing Services (includes Licensed Practical/Vocational Nurses, Registered Nurses, Advance Practice Nurses and other Specialty Nurses) • Physician Services (includes primary and specialty care physicians) The DHA EMCO is contemplating the award of new 8(a) contracts to provide Q-coded medical services for the MHS. Product and Service Code (PSC) Category Q200-Q500, for the purposes of this RFI, does not include consultants, advisors or subject matter experts. GOAL OF THE RFI: • Obtain questions on the Example-DRAFT MQS-8(a) RFP. This market research effort is part of an ongoing PSC Category Q200-Q500 service acquisition process. Questions captured from this RFI will only be used for market research and participation is voluntary. REQUEST FOR INFORMATION RESPONSE INSTRUCTIONS: The intent of this RFI is to conduct Market Research in accordance with FAR 10.002 and FAR 15.201. It is for informational purposes only. This RFI shall not be construed as a formal solicitation or an obligation on the part of the government to acquire any supply or service. It does not guarantee a solicitation will be issued. Costs associated with any submission shall not be reimbursed by the government. If your company is interested in providing questions regarding the Example-DRAFT MQS 8(a) RFP, please use the attached MQS-8(a) Example-DRAFT RFP Questions Form (Excel Format). Responses to this RFI are due by 5:00 PM CT on July 20, 2018. E-mail your questions form to dha.jbsa.cod-sa.mbx.medical-services@mail.mil. Answers to all questions will be posted to this announcement at a later date. Information gained through this RFI will be used to further refine DHA requirements. All questions and information received may be used to determine an appropriate acquisition plan and strategy for possible future acquisitions; a solicitation(s) has not been developed at this time.
