- Draft PWS SOURCES SOUGHT SYNOPSIS (SSS)/ REQUEST FOR INFORMATION (RFI): This notice is ONLY a Sources Sought announcement. We encourage all businesses to include all socioeconomic categories including, 8(a) Business Development Program, Small Disadvantaged Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, and Women-Owned Small Business concerns, to identify their capabilities regarding this requirement. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. All capability statements received are used as a market research tool to determine potential firms capable of providing the services described herein. The SSS is also a tool to elicit feedback on the DRAFT Performance Work Statement (PWS). As such, feedback is encouraged and appreciated. Responses to this notice do not commit the U.S. Government to a contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government-wide Point of Entry at www.fbo.gov. It is the responsibility of all potential offerors to monitor the Government-wide Point of Entry website for additional information pertaining to this requirement. Introduction/Background: Installation Management Command (IMCOM) is responsible for providing Support Base Services to the Army, which includes supporting Active Component (AC) deployments/redeployments and Reserve Component (RC) mobilizations / deployments / redeployments /demobilizations. IMCOM accomplishes this mission through United States Army Garrison (USAG) staffs which have historically been augmented during surge mobilizations/deployments of RC Soldiers. This PWS identifies Support Base Services (SBS) task areas required by Garrison staffs to support the Sustainable Readiness process. The SBS contract is designated as the primary installation vehicle to acquire augmentation of SBS (for non-inherently governmental functions) that exceed the installations organic capabilities in support of Sustainable Readiness during named and expeditionary operations. IMCOM's support of Force Generation is typified by surges related to AC/Department of Defense (DoD) Contractors deployment/redeployment, and RC mobilization/deployment/redeployment and demobilization. The SBS contract is designed to provide installation augmentation services without creating excess permanent capability for Installations supporting mobilization, deployments, redeployments, and demobilization in the continental U.S., Hawaii, Alaska, and Puerto Rico. The Government contemplates the use of two suites to define the distinct capabilities required for services. Suite one provides services for enduring, ongoing known requirements. Suite two provides services rapidly with limited advance notice for new, non-enduring requirements. Services ordered through either SBS contract suite will provide non--inherently governmental functions addressed in all task areas of the PWS. The overall intent is to provide effective, timely, and scalable installation SBS that can surge to support expeditionary operations. Specific Task Areas (functional areas of support) are as follows: • Task Area 1: Plans • Task Area 2: Training • Task Area 3: Administrative • Task Area 4: Infrastructure Security • Task Area 5: Human Resources • Task Area 6: Finance • Task Area 7: Material Management and Supply • Task Area 8: Support Services (Subsistence, Laundry, and Supply and Warehouse) • Task Area 9: Movements • Task Area 10: Equipment Readiness and Maintenance • Task Area 11: Billeting and Facilities • Task Area 12: Information Management NOTE: For additional details regarding this requirement refer to the attached DRAFT PWS. SUBMITTAL INFORMATION: Responses to this announcement must be received no later than 4:00 p.m. Central Standard Time (CST) on 12 July 2018. Only electronic submissions will be accepted. Interested business concerns should provide a brief "capabilities statement" package (page submissions are limited to no more than 15 pages in length, single spaced, and 12 point font minimum) demonstrating its capabilities in reference to this requirement. A generic capability statement is not acceptable. No particular layout or format is mandated. The Government prefers that your firm submits its response in Microsoft Word, Adobe Acrobat, or a combination of both and the document must be searchable. The capability statement package shall be sent by email to: Christina Mokrane at christina.m.mokrane.civ@mail.mil, Hunter Davenport at hunter.davenport.civ@mail.mil and Gerry Brown at gerry.l.brown.civ@mail.mil. Your email subject line should reflect: "(Firm's Name), Response to the Sources Sought Synopsis for the SBS, W9124J-18-R-SBS1". The size limit of each email, with all attachments, cannot exceed 9 megabytes (MB) due to the Government's email system restrictions. DO NOT SEND ZIPPED FILES as the Government's information network will remove all zipped files. If your firm must send two or more emails in order to prevent exceeding the 9 MB restriction, please label each email with: "(Firm's Name) Information and Comments for W9124J-18-R-SBS1 - Email # 1 of 2, 2 of 2, etc." You shall provide the name of your firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. Responses to the below questions should be relevant to the scenario provided, Government Definitions, and DRAFT Performance Work Statement (PWS) (attached). Please provide a response to each of the following questions: Government Definitions: Surge - To expand suddenly to an existing SBS task order. Rapid Response - To initiate suddenly, with limited notice, to support a new task order where no enduring effort currently exists. Capability would require performance of services to begin within 30 days after Task Order award at installation without existing mobilization or deployment support missions either as a Mobilization Force Generation Installation (MFGI), Army Training Center, Power Projection Platform or CONUS Replacement Center. Rapid Response Scenario: Fort Peach, an active component Army installation in Georgia has been activated as a MFGI and supporting the mobilization and deployment of Reserve Component units deploying to a theater of operations. There is no current Task Order in place to perform any of the services at Fort Peach (i.e. no incumbent workforce). The flow of mobilizing Army Reserve Soldiers arriving within 30 days exceeds Fort Peach's current support capability in several functional areas. An SBS TO will provide services that exceed organic capacity for a period of no less than 6 months. All workspace and equipment will be furnished by the Government. Services needed: • Support Soldier Readiness Processing (SRP). Services to accommodate throughput of 800 Soldiers/day, 7 days a week. Systems used: Electronic Military Personnel Office (eMILPO), Deployment and Reconstitution Tasking Software (DARTS), Isolated Personnel Report (ISOPREP) and Transition Processing (TRANSPROC). Issue Common Access Card (CAC) and other identification documents. Process demobilization, separation, discharge, and other transition actions for Reserve Component Soldiers. • Provide Staff Duty services for support of mobilization, deployment, redeployment and demobilization operated 7 days a week, 24 hours a day. • Provide mail room operation services as per USPS policies and regulations. • Provide Range Operations/Maintenance for ranges (small arms up to155mm Artillery range), masonry repairs of facilities and ranges, and services of range access roads and ranges. Range Operations include operating of tower computers, radio systems, and internal range communications. Range Maintenance limited to Level I/II Maintenance on targetry, lawn service, rebuild/repair of berms. Services needed are situational and location dependent and may encompass all or part of the 12 SBS Task Areas. Questions: 1. Describe your experience in dealing with an event that required a rapid response in Full Time Equivalents (FTEs). a. What was the phase-in period? b. What was the beginning and ending number of FTEs? c. What challenges did you encounter during the process? And, how did you overcome them? 2. Describe your capabilities in staffing employees with little or no advance notice. a. What challenges to increasing staff do you anticipate? And, how do you propose to overcome them? b. Explain your capabilities to meet a 30 day Phase-In? 3. Has your company ever cross-functionally utilized personnel from an existing contract/TO to staff a new Rapid Response contract/TO (i.e. reach-back and backfill)? If so, what was your experience and what was the impact to performance? 4. Describe your company's experience and/or capabilities in performing simultaneously at multiple geographical locations under multiple Contracts/TO's. 5. Describe any challenges or risks your company experienced with performing simultaneously at multiple locations. Please be specific regarding the identification of any associated performance and schedule risks. 6. Does your company intend to utilize a large and/or small business under a teaming agreement, mentor protégé, joint venture or any other arrangement? If so, what is the name of that business, CAGE Code and DUNS number? 7. Given a 30-day phase-in period, explain how your company would be able to address your financial capability until such time as payment is made in accordance with contract terms and Prompt Payment Act?
