- This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Background: The Intramural Research Program (IRP) of the National Institute on Drug Abuse (NIDA) is located on the campus of Johns Hopkins Bayview Medical Center (JHBMC) in Baltimore, Maryland. The goal of the Neuroimaging Research Branch (NRB) of the NIDA IRP is to better understand the neurobiological mechanisms of drug addiction, the neural consequences of short and long-term drug use and the potential reversibility of these neuroadaptations. The major paradigm employed toward this goal is the development and application of novel neuroimaging tools, predominantly magnetic resonance imaging (MRI). In May 2017, the NRB purchased a Siemens MAGNETOM Prisma 3T MRI Scanner with a one year full service agreement which expires on August 14, 2018. This scanner is used to perform imaging studies for human clinical research purposes. To ensure continued high imaging performance to support research of neurobiological mechanisms of drug addiction, the NRB requires a service maintenance agreement for the scanner after this date, without interruption in service. Purpose and Objectives: The purpose of this acquisition is to acquire a service contract for ongoing maintenance of the PRISMA 3T MRI Scanner owned by the NIDA IRP NRB. Project Requirements: Due to the critical nature of the Prisma 3T MRI Scanner to the successful completion of the NRB mission, the Contractor shall shall provide preventative maintenance (PM) and repair services for the PRISMA 3T MRI Scanner with a guarantee of 95% up time. To this end, the Contractor shall provide: 1. Telephone access to a technician within 60 minutes or less. The technicians need to be able to address both technical and applications issues. Telephone support should be available 24 hours per day, 7 days per week. 2. Direct real time support by the technician connecting to our Siemens Imaging Console in order to solve most problems with negligible down time and maximizing data integrity. 3. Periodic preventative maintenance visits including tracking and scheduling of required maintenance tasks, exchange of wear and tear parts according to the maintenance plan, care measures, adjustments to factory specifications, verification of specified performance and functionality, documentation and detailed protocols of system condition. 4. Regular helium refills and maintenance of magnet ancillary components and magnet performance. Coverage of parts associated with maintaining the magnet and refrigeration components must be provided. Coverage should include burst disc, vent kit, valves, MSUP, ERDU, helium compressor, high pressure gas lines and cold head. 5. Maintenance of the system at its current specifications which may be more stringent than factory specifications. 6. Same day delivery of genuine Siemens ISO 9001 certified replacement parts and repair during normal business hours with no longer than an 8 hour response window. 7. Advanced reports with system-specific usage data collected from the system. 8. Both mandatory (safety and performance-related update instructions) and non-mandatory (reliability-related service instructions) software updates, modifications or reliability enhancements to the system. 9. Scanner operator training incorporating the latest techniques as MRI is a dynamic field. The contractor must provide to at least 12 Continuing Education (CE) credits of online training. These credits must be recognized by the American Registry of Radiologic Technologists (ARRT). 10. Maintenance and repair of the cryocooler, which includes: • Monitor the cryogen levels • Refill the cryostat with liquid helium at manufacturer recommended intervals • Supply and refill cryogen as needed or requested • Maintain customer transfer lines, cold head, and secondary water cooling system 11. Maintenance and repair for all other components of the Prisma 3T MRI Scanner, which must meet the following standards: • The contractor must have either an adequate supply of parts in stock and readily available to the service technicians or be able to obtain any required part within 24 hours of the service technician assessment • The service technicians must be factory certified • All service must be warranted for 6 months and any replacement part must have at least a 12 month warranty Contractor shall have access to proprietary parts and test instrumentation for effective repair in case of malfunction. Technical performance requirements include system coverage on the subject equipment by Original Equipment Manufacturer (OEM) factory-trained, authorized technicians and providers of any required parts and software or proprietary diagnostic software and software enhancements must be OEM certified (new or like-new) and compatible with the subject equipment. Contractor shall provide written progress reports. The original documentation shall be provided by the vendor to show they completed service on the instrument and should document technical progress with the point of contact. Service shall include labor and parts coverage, extended coverage hours, on-site labor response, technical telephone response (call-back to schedule), planned maintenance, extended planned maintenance coverage hours, diagnostics software license and service documentation, customer engineer training, and preferred labor rate. The Contractor must be an OEM authorized service provider. Anticipated Period of Performance: Period of Performance: The required period of performance is one year with four option years. Base Year: 8/15/2018 - 8/14/2019 Option Year 1: 8/15/2019 - 8/14/2020 Option Year 2: 8/15/2020 - 8/14/2021 Option Year 3: 8/15/2021 - 8/14/2022 Option Year 4: 8/15/2022 - 8/14/2023 Salient Characteristics: - Provide preventive maintenance and repair for Prisma 3T MRI Scanner. - At least 95% guaranteed up time - Maintain system at current NIDA specifications - Same day delivery of genuine Siements ISO 9001 certified parts - Telephone access to a technician within 60 minutes or less 24 hours per day, 7 days per week - Tracking and reporting of maintenance tasks completed - Provide both mandatory and non-mandatory software updates - Provide access to online scanner operator training Capability Statement /Information Sought: Respondents must provide clear and convincing documentation of their capability of providing the products specificed in this notice. Also, information must be provided in sufficient details of the respondents' (a) staff expertise, including their availability, experience, formal and other training; (b) current in-house capability to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and other management capability; and (e) examples of prior completed Government contracts, references, and other related information. The respondent must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc., pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. Finally, respondents are also encouraged to provide a general overview of the respondent's opinions about the difficulty and/or feasibility of the potential requirement, and any other information regarding innovative ideas or concepts that may be applicable. Submission Instructions: One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2" x 11" paper size, with 1" top, bottom, left and right margins, and with single or double spacing. The information submitted must be must be in an outline format that addresses each of the elements of the project requirement and capability statement /information sought paragraphs stated herein. A cover page and an executive summary may be included but is not required. The response is limited to ten (10) pages. The 10-page limit does not include the cover page, executive summary, or references, if requested. The response must include the respondents' technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. All responses to this notice must be submitted electronically to the Contract Specialist and Contracting Officer. Facsimile responses are NOT accepted. The response must be submitted to Ejinwaemeonu Ndidi Okeagu, Contract Specialist, NIH/NIDA at ejinwaemeonu.okeagu@nih.gov. The response must be received on or before July 3, 2018 at 3:00PM Eastern Time.
