Description
1. Introduction U.S. Army Corps of Engineers, Jacksonville District intends to award a sole source contract to National Institute of Building Sciences 1090 Vermont Avenue NW Suite 700 Washington, DC 20005 2. Description of Services The overall objective is to provide 12 months of online subscription for FY18/FY19 ProjNet Bidder Inquiry System Access with four option year periods. The‘Bidder Inquiry' allows to track all incoming bidder questions or comments on an open FedBizOps posted solicitation, track it progress through evaluation to a formal response, which goes out to all registered users or interested bidders. Provides an exceptional audit trail for bidder protest and possible future claims. Keyed-secure entry ensures that owners and bidders can conduct confidential bid deliberations within ad hoc forums that they create. The NAICS code is 511210 3. Authority DFARS 206.302-1, Only One Responsible Source 4. Reason for Sole Source (a) Background: The National Institute of Building Sciences offers ProjNet Bidder Inquiry as a module to the ProjNet system which is already utilized by the Jacksonville District, U.S. Army Corps of Engineers. ProjNet Bidder Inquiry does not require solicitations to be issued under ProjNet to conduct effective bidder inquiry management. (b) Justification: The ‘Bidder Inquiry' will allow Jacksonville District to track all incoming bidder questions or comments on an open FedBizOps posted solicitation, track it progress through evaluation to a formal response, which goes out to all registered users or interested bidders. Without this system the Corps would have to receive inquiries through regular email. 5. No solicitation package will be issued. This Notice of Intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 PM Eastern Time on July 13, 2018. Inquiries will only be accepted via email to jesse.lugo@usace.army.mil. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
