- Description
- The Army's Program Manager Unmanned Aircraft Systems (PM UAS) Common Systems Integration (CSI) Product Office intends to utilize the General Services Administration (GSA) One Acquisition Solution for Integrated Services (OASIS) Indefinite Delivery Indefinite Quantity Multiple Award Contract vehicle to issue a task order to fulfill its requirement for an Unmanned Aircraft Systems Ground Control Station (UASGCS) Version 4 (UASGCS-V4) program to replace the current UASGCS Version 3 (UASGCS-V3) Ground Control Station software to address software obsolescence issues. The key principles of this effort will be to provide a common software solution for meeting: 1) UASGCS requirements for the Tactical Unmanned Aircraft System (TUAS) with RQ-7BV2 Shadow Unmanned Aircraft 2) Extended Range Multi-Purpose Unmanned Aircraft System (ERMP UAS) with MQ-1C Gray Eagle Unmanned Aircraft, 3) maximize the use of existing UAS, Army, Department of Defense (DoD), and commercially available software, 4) provide unlimited government rights on any software development, and 5) develop the software obsolescence solution in accordance with (IAW) the Future Airborne Capability Environment Version 3.0 (FACE TM 3.0) and 6) implement technical interface capabilities in compliance with the Family of System Block 2 Interoperability Profiles (IOP) Version 3.1. The UASGCS-V4 shall serve as an enabling technology for reduced restrictions for flight in the national airspace, and serve as cornerstone on the path to full Level 1 Airworthiness qualification. UAS CSI, or its decentralized ordering offices, will not issue the task order. The anticipated task order will be issued by GSA's Office of Assisted Acquisition Services. GSA intends, in accordance with FAR 16.505(b), to provide fair opportunity to all offerors in a particular "pool" and anticipates predominantly using GSA OASIS Pool 3, NAICS Code 541330, Exception A.
