PWS Production Acceptance Certification (PAC)/Work Control Document (WCD) Correlation Requirement SOURCES SOUGHT SYNOPSIS: Solicitation Number: Notice Type: FA8224-18-R-0179BG Sources Sought Synopsis: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis (SSS) to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 541614 which has a corresponding Size standard of $15 million. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: This service will require the contractor to ensure that Production Acceptance Certification (PAC) tasks properly correlate to Work Control Document (WCD) operations, ensuring that PAC tasks are Identifiable, Trainable, and Auditable. Technical Questions: 1) Please explain your experience in implementing guidance and procedures to create/revise Production Acceptance Certification (PAC) Program Tasks to meet the requirements of AFSCMAN 21-102 with the Work Control Document (WCD) and to formalize inspection criteria ensuring the PAC Training inspection process meets the required standards in AFSCMAN 21-102. 2) Please explain your experience in establishing procedures for Pre-Production Planning Teams (PPPT) and Production Planning Teams (PPT) to conduct WCD reviews and notifying the appropriate PAC Manager of changes to the WCD that might affect PAC tasks 3) Please explain your experience in assisting the appropriate PAC Manager as a required member of the PPPT so when new work load is planned and WCD's created, the appropriate PAC Manager will be responsible for creating tasks to support this new work load. Acquisition Strategy Questions: 1) We intend on using a firm fixed price pricing-arrangement. Do you have any rationale for alternate pricing arrangements? 2) Identify (with rationale) if the Service Contracting Act would (or would not) be applicable based on the "service employee" Part 541 of Title 29, Code of Federal regulations. If you identify that the Services Contracting Act would not be applicable, provide rationale to support that enough of the employees are expected to be "professional employees" instead of "service employees" (as defined by the Services Contracting Act and part 541 of tile 29, Code of Federal Regulations) for the Services Contracting Act to not be applicable. 3) List name of contract, contract number, DCMA, and Administrative Contracting Officer for similar services that your company has provided to the Government and/or commercial industry. Responses must be submitted by 12:00 pm MDT on July 28, 2018, to the individual who this posting identified as the contracting officer (Brian Goodrich). This contracting officer is the primary point of contact for this sources sought synopsis. Email responses may be submitted in PDF or Microsoft Word Format. Questions will be accepted electronically directly from the buyer. The Government will post responses to industry questions within the Federal Business Opportunities (FBO) website. When responding please include: 1. Company Name and Cage code 2. Who is your POC please provide email address and phone number. 3. Suggested NAICS Code 4. Business Size Classification for NAICS and qualifications if any as any sub-category. (i.e. 8(a), HUBZone, SDVOSB, etc.) 5. Would you be a prime or subcontractor or plan on any partnering agreements?
