Description
Synopsis: The U.S. Army Corps of Engineers (USACE) Portland District intends to solicit construction firms who are interested in submitting a sealed bid for this project. This announcement is for bank stabilization at Plymouth Island, located in Benton County, Washington. Project Scope: Plymouth Island is located two miles west of McNary Dam, off of the Washington shore. The island has various known archeological sites. The area of concern for this action is along the southwest shoreline of Plymouth Island. This area is subjected to ongoing erosion which exposes cultural artifacts along the bank. There are two prominent features exposed in the work area. This portion of bank is roughly 600 feet long with a 3 to 5 foot high cut bank. A gravel revetment will be used as it is a soft erosion control method to protect the sensitive sites and will impede further erosion. Geotextile fabric will be installed on existing grade to further protect cultural resources. Core and cover gravel will be placed on the fabric. Three rows of willows will be planted at the top of the bank along the revetment. Sand and gravel will naturally travel with the wave action. There is an assumed maintenance period of five years where new gravel will be required. Contractor access to the island is possible from land or water, although land-based is preferred. Water access is limited due to depth, vessels will not make it to the island without a ramp or bridge. A two-track road is available for Contractor use with the expectation that it is left to be filled in with natural vegetation after construction. No excavation will be permitted onsite. Magnitude of construction: The estimated cost of the project is between $250,000 and $500,000. Set Asides and Codes: This will be procured as a total small business set-aside. This effort is classified through the North American Industry Classification System (NAICS) under code 237990 - Other Heavy and Civil Engineering Construction. The Small Business Size Standard $36.5M. The FSC is Y293 - Construction/Unimproved Real Property. Proposal Procedures: The solicitation will be posted on the Federal Business Opportunities website, https://www.fbo.gov/, once it is issued. Firms are requested to register electronically to receive a copy of the solicitation when it is issued. Proposal Period: The solicitation is scheduled for release on or about 20 July 2018. The tentative date for receipt of proposals is on or about 20 August 2018. Plans and Specifications: The solicitation will also be posted on the Federal Business Opportunities website, https://www.fbo.gov/, once it is issued. Firms are requested to register electronically to receive a copy of the solicitation when it is issued. System for Award Management (SAM): Offerors must register in the SAM at https://www.sam.gov/portal/SAM/#1#1 prior to submission of proposals and prior to receiving an award. The notarized letters MUST BE POSTAL SERVICE MAILED (not emailed or faxed) to the "FEDERAL SERVICE DESK" and must contain the information outlined in the "instructions for domestic entities" or "instructions for international entities" located at https://www.gsa.gov/about-us/organization/federal-acquisition-service/office-of-systems-management/integrated-award-environment-iae/sam-update.
