Description
The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), NOAA Ship Okeanos Explorer requires Provide quantity one (1); Teledyne/RDI WH300 kHz Transducer with bottom track option and mounting plate installed, as a drop in replacement for our WHMV3000-I-CUSTOM s/n 14608, for existing Work Horse system installed on the Okeanos Explorer. The currently installed Teledyne RDI 300 kHz transducer has failed; is a mission critical piece of equipment and the new equipment will be a direct replacement from the existing one. The product will be ship to 2578 Davisville Rd, North Kingstonwn, RI. 02852. The product will be provided by Teledyne RD Instruments located at 14020 Stowe Drive, Poway, CA 92064. Teledyne RD Instruments is the Original Equipment Manufacturer (OEM) for 300 kHzTeledyne ADCP. Teledyne RD Instruments authorizes Oceanographic & Geophysical Instruments (OGI) to sell their products on the Northeast of the USA. OGI is located at 1 Magnusson Ct., Sandwich, MA. 02537. Therefore the government intends to negotiate directly with either Teledyne RD Instruments or OGI in order to avoid unnecessary mark ups, delay, warranty, and delivery issues. The requirements are as follows: Provide and deliver to NOAA Ship Okeanos Explorer the following: Provide quantity one 300 kHz ADCP Transducer with bottom track and mounting plate. All shipping and freight costs shall be included in the price with delivery to 2578 Davisvisville Rd, North Kingstonwn, RI. 02852. Transducer must be the exact make and model for drop in replacement to the existing Teledyne RDI ADCP system. The Government is not aware of any other authorized vendors that can provide this specialized service while also meeting all of the requirements/concerns listed above. The intended procurement is to acquire the purchase of a drop in replacement transducer with bottom track option and mounting plate, identical in fit and function to replace a failing unit on the NOAA Ship Okeanos Explorer, P/N WHM 300 Transducer for Workhorse 300 kHz system, and to be delivered by September 1, 2018. The Government intends to acquire this part under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly with either Teledyne RDI and/or OGI under the authority of FAR 13.106-1(b)(1)(i). The North American Industry Classification Code (NAICS) for this acquisition is 334513, Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables with a business size standard of 750 employees. This is not a solicitation for competitive quotes. However, if any interested party that is an authorized Teledyne RDI provider and can provide the above requirement, at no additional mark ups, without compromising manufacturing, delivery and warranty may submit a statement of capabilities, which if in timely received, will be considered by NOAA. A statement of capabilities must be received by 9:00 AM EST on July 09, 2018. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required item. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to Alexander Cancela at alexander.cancela@noaa.gov by 9:00 AM EST on July 09, 2018.
