- THIS IS A NOTICE OF INTENT TO AWARD SOLE SOURCE. RESPONSIBILE SOURCES MAY SUBMIT A CAPABILITY STATEMENT, PROPOSAL, OR QUOTATION THAT SHALL BE CONSIDERED BY THE AGENCY. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The reference number is F1M1G38123A001. The 628th Contracting Squadron, 101 E. Hill Blvd., Joint Base Charleston, intends to award a sole source contract for Harris AN/PRC-158 SOLL ground communication kits. The units to be purchased must be fully operational with the proprietary operation software of the Harris AN/PRC-158 radio. Additionally, the radio will be paired with a Sierra Nevada Corp (SNC) Puma Deployable Aircrew Radio Terminal (DART) housing unit. Any offered item must also be fully compatible with the SNC Puma DART. The 628th Contracting Squadron intends to make an award to Harris Corporation, 1680 University Ave, Rochester NY for 10 AN/PRC-158 SOLL radios. These kits work in conjunction with the Deployable Aircrew Radio Terminals (DART). The DART units are specifically designed to function with the Harris AN/PRC-158 SOLL ground communication radios and the combined affect has been tested and certified for in-flight operations by AFRL. IAW FAR 5.207(c) (15) (ii), the proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(b) (ii). This notice of intent to award is not a request for competitive proposals; however, responsible sources may submit a capability statement, proposal, or quotation that shall be considered by the agency. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement.
