N00164-18-S-NB78 REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT - Miniature Aiming Systems - Laser (MAS-L) Capabilities Document (CPD) Precision Aiming Laser (PAL) - FSC 5855 - NAICS 333314 Issued Date: 28 JUN 2018 - Closing Date: 27 JUL 2018 - Time 3:00 PM EDT MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Government is issuing this RFI/sources sought announcement as part as market research in accordance with FAR 15.201(e). Naval Surface Warfare Center (NSWC), Crane Division is seeking information from industry pertaining to a Precision Aiming Laser (PAL) as identified in the Miniature Aiming Systems - Laser (MAS-L) Capabilities Document (CPD). The PAL is for rifles employed by Special Operations Forces (SOF). This effort is underway to gauge potential interest, establish the current state of industry, and assist in specification refinement and validation. This effort is underway to gauge potential interest, establish the current state of industry, identify marked improvement in performance over fielded equipment, and assist in specification refinement and validation. Attached is the draft PAL Performance Specification for review and comment. The Visual Augmentation Systems, Weapons Accessories (VASWA) Program is interested in receiving feedback from industry on the draft performance specification, and information regarding advanced technology pertaining to the MAS-L PAL mission areas. All interested parties are strongly encouraged to submit a White Paper and Questionnaire. White Paper A draft of the performance specification is attached. The PAL is a precision device, and particular attention should be given to the specifications contributing to its precision and accuracy. Sections of the draft performance specification are highlighted to increase visibility to interested industry parties. Please read the performance specification carefully. •Executive Summary oPreliminary Schedule oIdentification of Risks and Technology Readiness Level oProduction Cost Estimate •Questions/Concerns about the draft performance specification •Discussion of highlighted sections Questionnaire •The questionnaire should be answered. Submission Guidelines Submissions may be sent by any government or non-governmental entity including commercial firms, non-profit organizations, and institutions of higher education with degree-granting programs in science and/or engineering (universities), or by consortia comprising such concerns. Offerors should submit the white papers electronically prior to 3:00 p.m. on 27 July 2018. Submittals after this date will still be accepted, although there is no guarantee they will be seen by the IPT members. White papers may be submitted any time prior to expiration of this announcement. In addition to the above submission all interested parties are requested to fill out and return the attached market research questionnaire included with this announcement. Responses from Small and Small Disadvantaged Business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement.
