- Contract Title: Shelter in Place Rolling Racks and Cots Background: VAMC Biloxi Shelter in Place (SIP) plan requires certain provisions for designated staff to remain for all hazard events before, during and after a disaster disrupts the healthcare system or community. The new SIP plan is broken down by a Tier 1, 2 and 3 minimal, intermediate and expanded staff teams for remaining at VAMC Biloxi for an event. This will reduce workman compensation injuries and will provide an immediate response located in shelter member areas. Scope. This provides the minimal number of cots for VAMC Biloxi staff. FEMA and the Red Cross have endorsed the cots as used in Puerto Rico Shelter in Place response. Healthcare and support personnel require adequate sleep to care for Veterans and not compromise care. Storage locations have been identified in departments to ensure the cots are available when a Tier 1 has been determined by the Incident Commander. Specifications/Characteristics: Warranty for a minimum 10 year Period to include all compenents Cots must hold minimum of 450 pounds for weight of staff Cots total weigth must not exceed more than 35 pounds Ends muct be light weight and welded to avoid breage at seams and ensure durability Heavy duty legs with overall cot height not to exceed 18 inches and no less than 10 inch clearance off floor to afford wheelchair transfer to cots (ADA compliant) Reinforced decking with spring deck design Safety and Instructional Labeling Mattress meets FED STD 1633 for Flammability - Stores Underneath Deck when Folded No more than 2 Foam Mattress wrapped in Triple Layer Antimicrobial Soil Resistant Vinyl to meet Infection Control standards A standard Sleeping Surface approximately 80 x 32 x 18 to ensure storage in the rack Folding Dimensions approximately 42 x 34 x 7 to fit in 10 holder rolling cart multi- Position Head Adjustable with safety fastner Aluminum or metal Frame quality and tested construction material Rolling rack Welded Steel Construction Rolling rack no sharp edges Rolling rack Baked on Powder Coated Textured Finish - Black Rolling rack heavy duty casters - 2 Fixed & 2 Swivel Casters 4 diameter Rolling rack Cots must arrive in rolling racks not boxed individually to reduce waste nd prevent possible injuries from unpacking Racks must be shrink wrapped on a pallet with an infection control dust cover already covering the rack and cots upon delivery 8 ½ x 11 place holder located on the rack with zip ties must be attached for department designations determined by the Emergency Manager Empty rolling Rack Weights no more than 185 lbs. Rolling rack Dimensions must be38 x 43 x 80 to fit in the required storage space Rolling racks and cots must arrive fully assembled upon delivery Delivery.
