Description

NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The Department of Veterans Affairs, Network Contracting Office (NCO) 1, intends to negotiate on a sole source basis with Edwards Lifesciences, using the commercial items procedures outlined in FAR Part 13, to provide Edwards Lifesciences Aortic and Mitral Heart Valves for the Department of Veterans Affairs, Veterans Integrated Service Networks (VISN) 1, Veterans Affairs Medical Centers (VAMC s) located in Boston, MA and West Haven, CT. The North American Industry Classification Code (NAICS) for this acquisition is 339113. The Perimount Magna Ease Pericardial Aortic Bioprosthesis, model 3300TFX, and Perimount Magna Mitral Ease Valve model, 7300TFX, are the primary heart valves used at VAMC Boston and West Haven. The information identified is intended to be descriptive, not restrictive and to indicate the quality of the supplies that will be satisfactory. Currently, the only source known to provide these types of heart valves is Edwards Lifesciences and NCO 1 intends to negotiate on a sole source basis to Edwards unless there are other sources in this order Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), Hubzone Small Businesses, Woman Owned Small Businesses, 8(a), or all other SB firms capable of performing the requirements to warrant a set-aside. Responses to this notice should include company name, address, point of contact, size of business pursuant to the following questions:    (1) Please indicate the size status and representations of your business, such as but not limited to: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hubzone, Woman Owned Small Business (WOSB), Large Business, etc.). If the representation of your business is considered a SDVOSB or a VOSB, do you have an active registration in VetBiz? (2) Is your company considered small under the NAICS code 339113? (3) Are you the manufacturer, distributor, or an equivalent solution to the items being referenced above? (4) If you are a large business, do you have any designated distributors? If so, please provide their company name, telephone, point of Contact and size status (if available). (5) If you re a small business and you are an authorized distributor/reseller for the items identified above or an equivalent solution, do you alter; assemble; modify; the items requested in any way? If you do, state how and what is altered; assembled; modified? (6) Does your company have an FSS contract with GSA or the NAC or are you a contract holder with any other federal contract? If so, please provide the contract number. (7) If you are an FSS GSA/NAC or other federal contract holder, are the items/solution you are providing information for available on your schedule/contract? (8) Please provide general pricing of your products/solution for market research purposes. (9) Please provide your DUNS number. Please Note: The Nonmanufacturer rule will be taken into consideration when reviewing responses and your company will not be considered if you do not meet the requirements. Responses to this notice should be emailed to Heather.Libiszewski-Galien@va.gov. Telephone responses will not be accepted. Responses must be received no later than by 4:00 PM Eastern, July 10, 2018. This notice is to assist the VA in determining sources only. The VA is not seeking any offers of any kind. There is no guarantee, expressed or implicit, that the market research for this acquisition will result in a particular set-aside or sole source award, or any other guarantee of award strategy. All information is to be provided on a voluntary basis at no charge to the Government.
