- Solicitation Provisions SOW Attachments Contract Clauses SF1449 70RFP318RE3000002 Table of Contents The Department of Homeland Security, Office of Procurement Operations, Federal Protective Service Acquisition Division, intends to procure armed protective security officer services at various locations throughout the State of New Jersey (excluding the counties of Essex, Hudson, Middlesex, Monmouth, Morris, Passaic, and Union). This requirement is being solicited in accordance with FAR Part 12. It is anticipated that a single award, indefinite delivery/indefinite quantity (IDIQ) type contract with fixed price monthly units (hours) will be established as a result of the solicitation. The contract will consist of a 12-month base period followed by four 12-month options with an additional 6-month option pursuant to FAR 52.217-8. The NAICS code for this acquisition is 561612, Security Guard and Patrol Services. The size standard is $20.5 million. As an integral part of this security effort, the Contractor shall provide and maintain all management, supervision, manpower, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reports, and files necessary to accomplish this requirement. The RFP will require the submission of a technical proposal as well as a price proposal. All proposals received from industry will be evaluated using Best Value/Trade-Off Procedures. This requirement is being solicited amongst Small business concerns. A Pre-Proposal Conference will be conducted at the FPS-AD office in Philadelphia on Wednesday, July 11, 2018 at 11:00 am. All interested parties are invited to attend a briefing of this procurement. The briefing will cover items such as a summary of the evaluation criteria, explanation of relevant past performance, post exhibit, teaming arrangements, etc. Attendance is not mandatory; however, it is strongly recommended. Contractors wishing to attend the conference should email Tiffany Lumpkin, at tiffany.lumpkin@hq.dhs.gov with the Point of Contact information and all attendee information. The request shall include company information, such as the Company name, address, DUNS #, Cage Code, Business Size designation, address, phone number, and email address.
