Description
Bear Valley Visitor Center Heating System Rehabilitation, Point Reyes National Seashore, Marin County, California. The National Park Service at Point Reyes National Seashore has a requirement for the Heating System Rehabilitation of the Bear Valley Visitor Center, located within Point Reyes National Seashore in Marin County, California. This project will rehabilitate and replace critical components of the Bear Valley Visitor Center heating system including liquid propane (LP) gas furnaces and related appurtenances. The building, built circa 1983, has the original dual-furnace system designed to heat some (but not all) of the building envelope. This project focuses on the replacement of the furnaces with similar units to provide more efficient and even heating. Currently, the two 50,000-Btu Hastings furnaces are not operating with heat provided by electric space heaters and a wood-burning stove. The system also consists of intake fans at both furnaces as well as two recirculation fans at the upper clerestory. The work consists of providing all materials and labor to provide for a complete operating heating and ventilating system per the project drawings and specifications, including but not limited to replacement of the existing propane gas furnaces with high-efficiency, code-compliant LP gas furnaces and all accessory parts and equipment per project design; recommissioning and rebalancing of the existing duct system; replacement of the existing controls with new direct digital controls (DDC); providing more positive control of outside air to pressurize the building and balance restroom exhaust quantities, with minimum outside air damper settings; adding back two more diffusers to the shortened supply duct in the auditorium, and adjusting airflow; replacement and installation of new exhaust fans in the public restrooms; installation of a new exhaust fan for the projection room to control excess temperatures; providing acoustically treated transfer air openings to the restrooms for passive heating/make-up air from the exhibit area of the visitor center; providing electric mats to replace the convective heaters in the employee work space at visitor center exhibit counters; providing preventive maintenance and repairs to improve sound attenuation of the destratification fans and duct realignment to allow improved operation; and extending the propane system to a new exhibit area gas stove to replace the existing wood-burning stove. The project range is estimated to be between $250,000 and $500,000. The North American Industry Classification System (NAICS) Code for this requirement is 238220, with a corresponding size standard of $15 million in annual gross receipts for the past three years. This acquisition is a Total Small Business Set-Aside. Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected. The Request for Proposal (RFP) will be available on/about July 13, 2018 by electronic means only and can be downloaded along with all related attachments from the Federal Business Opportunities (FedBizOpps) website at http://www.fbo.gov. The RFP will close 30 days from the actual date of issuance. The Contractor is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFP. The Government intends to award a single, fixed price contract. Award selection will be made on a Best Value determination made after consideration of price and factors other than price (relevant experience, technical competence of key personnel, and past performance) as listed in the RFP. Award is subject to the availability of funding at the time of award. A Site Visit will be scheduled. See Section L of the RFP (when issued) for more information. While not required, attendance at the Site Visit is highly recommended.
