Description
Request for Information (RFI) for the repair of the LiteHUD for the AC-130J Gunship AC-130J LiteHUD Repair CAUTION: The Government is conducting market research to identify potential sources that possess the repair data, expertise, capabilities, and experience to meet qualification requirements to provide repair of the LiteHUD Part Number (P/N) AP00072459 in CONUS. Potential sources must possess the ability to provide fully functional LiteHUD(s) meeting the tailored configuration specifications for the AC-130J Gunship. The proposed acquisition strategy is a five (5) year (basic plus four (4) option years) repair contract and will continue through FY23. The proposed services are required to provide an enhanced Intermediate Level (I-Level) repair of the LiteHUD in CONUS, provide Depot Level (D-Level) repairs for repair that is beyond the I-Level capability, Field Service Representative (FSR) support and provide training for the aircrews as needed. The LiteHUD is a small and compact HUD, offering space and weight advantages paired with the latest optical waveguide technology. Its modular and lightweight design improves flight safety, reducing fatigue and increasing situational awareness day or night. Providing seamless operation with Night Vision Googles (NVG), LiteHUD allows for incremental capability upgrades with minimal impact to helmet and aircraft installation. The AC-130J specific unit is the same Display Electronics Unit (DEU) but without the camera capability, relocated the control panel and a rotated three (3) position combiner. The LiteHUD is 60% smaller by volume and up to 50% lighter than a conventional HUD, easily integrated with Large Area Display (LAD), modular design and packaging concept allows for easy integration into both existing and future aircraft cockpits, significantly larger eye motion box than a conventional HUD, high-resolution navigation and sensor imagery displayed under all flight conditions, high brightness, stable over the life of the equipment and an all-digital display system giving high reliability. There are no samples available for potential suppliers to evaluate. If necessary, potential Contractors shall furnish all material, support equipment, tools, test equipment, and services needed to fill this order. The Contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor's facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts and meet counterfeit prevention plan guidelines as outlined in Data Item Description (DID) DI-MISC-81832. This will be sole source acquisition for repair of the AC-130J LiteHUD to sustain AC-130J mission capabilities this RFI is intended to identify potential sources that possess the repair expertise, capabilities and experience to meet qualification requirements to repair the LiteHUD. The LiteHUD is a non-commercial item and the data is proprietary to BAE Systems. The proposed contract action is for supplies and/or services for which the Government intends to solicit and negotiate with Other Than Full and Open Competition. The Government does not own or have access to the data for this effort. These services can only be obtained through the Original Equipment Manufacturer (OEM). This acquisition is restricted to the following source: BAE Systems (CAGE: K06564). The supplies and services are available from only one responsible source and no other supplies or services will satisfy the agency requirements. Interested persons may identify their interest and capabilities. All potential offerors should contact the Buyer/PCO identified below for additional information and/or to communicate concerns, if any, concerning this acquisition. This Request for Information (RFI) is for planning purposes only; this is not a request for Quotations or Proposals. No solicitation document exists and a formal solicitation may or may not be issued by the Government as a result of the responses to this RFI. The Government will not be liable for payment of any response preparations expenses nor does the Government intend to pay for the information submitted in this response. The interested parties are responsible for adequately marking proprietary or completion sensitive information contained in their response.
