Description
N6893618R0029 Commercial Solicitation Intend to award competitively in accordance with FAR 12.603. The Naval Air Warfare Center Weapons Division, Point Mugu, California, anticipates issuing a Firm Fixed Price (FFP) contract utilizing full and open competition procedures. Delivery will be FOB Destination. Quotes will be evaluated by the lowest price technically acceptable, for Electronic Warfare systems within the Airborne Electronic Attack division located at the NAWCWD, Point Mugu, CA in order to procure the following requirement: There shall be a system comprising of a 4U, 4 slot, Advanced Telecommunications Computing Architecture (ATCA) chassis, chassis shock rack case, 2 CPU blades and 2 Rear Transition Modules, 2 filler panels for the empty slots, 4 RTM filler panels to cover empty RTM slots. •The fully assembled system shall not exceed 150lbs. •Fully assembled and ready for transport, the unit shall be no larger than 24 inches wide. •Must have detachable handles (for two man carry) and protective side panels/case for ease of transport. •Must support RTM capability in both the chassis and the Processor Blades. •The transit case to house the chassis shall meet or exceed MIL-STD-810G standards and shall allow for adequate cooling and shock absorption: 810G requirements: Temperature shock, Section 503.5 Humidity, Section 507.5 Shock, Section 516.6 • Rack Mount: •There shall be enough cooling to dissipate 360W per ATCA chassis slot. •There shall be a Full Mesh 40GbE backplane to support communication between blades. The backplane shall be backwards compatible to support a slower blade operating at 10GbE. •The Backplane must allow for direct connections of RTMs to the front processor blades via Zone 3. • Processor Blades shall be a 1U ATCA blade and shall have of: •256GB DDR4 RAM. •Xeon E5 12-core v3 2600/L series equivalent or higher. •Shall have four 40GbE backplane zone 2 fabric connections. •4TB of storage per blade. •Storage shall be solid state. •Blades shall not share storage, i.e. Storage Area Networks. •Shall have 16 DIMM memory slots to support DDR4. All components in the system shall meet AS9100D-2016 and/or ISO 9001:2015 requirements for Quality control. The government anticipates contract award in the last quarter of FY2018. Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number. Effective June 11, 2018, entities who create or update their registration in SAM.gov to apply only for federal assistance opportunities such as grants, loans, and other financial assistance programs, have a notarized letter on file within 30 days of registration. Additionally, Effective June 29, 2018, all non-Federal entities who create or update their registration in SAM.gov, have a notarized letter on file within 30 days of registration. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an "Active" status as the government cannot award to an entity without an "Active" SAM registration. Any firm believing it can fulfill the requirement identified above may submit a written response by e-mail to pam.hom@navy.mil no later than 30 days from this notice date, which shall be considered by the agency. The written response shall reference solicitation number N68936-18-R-0029 and provide a quote and capability statement that clearly indicates the firm's experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule.
