- Notice of Intent to Award a Sole Source Contract / Order This notice of intent is not a request for proposals. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The United States Holocaust Memorial Museum (hereafter USHMM) hereby provides notification of its intent to award a sole source order to: Signiant, Inc The US Holocaust Memorial Museum is a preeminent source of Holocaust history with over 80 million files in digital format. This content is shared with the public, the media, teachers, scholars, and other interested parties worldwide. The Museum has made use of Secure File Transfer Protocol (SFTP) and other commercial products to share this content. In order to enhance the security and control over the distribution of digital content with outside parties, the Museum is seeking an efficient platform to centrally manage the transfer of this content. Based on market research USHMM believes that Signiant, Inc's, Mediashuttle software is the sole source to provide a solution with the following minimum requirements: •Ability to transfer files with no file size limitation •Provides file acceleration over the network •Ability to transfer multiple digital video files with clients outside the USHMM network •Browser based and must not require a heavyweight desktop client or app •Ability to drag and drop several files at once •Does not compress or change the file format of the digital file •Provides download links to clients as well as an option to share a link via an email message with comments •Allows users to specify expiration date of download link or file-share •Informs users when the recipient completes a download, populated with information on transfer rates, for example, "start time", "completed time", and filesize at completion •Offers a file share space for users to access or share the files other users have uploaded without re-uploading them while someone is out of the office. •Provides options for external parties to transfer or share files with the Museum •Provides technical support for users and recipients of file transfers from the Museum encountering difficulties with downloading or accessing files •Does not corrupt or change Mac native documents •Authenticated using secure communication channels •All access/operations are auditable by the Museum •Users may set permissions at the file level •Museum administrators may be able to set permissions at the folder level •Provides the ability to measure and monitor content distribution by geographical location •Provides the ability to auto-enforce retention policies •Licensing based on number of users and not file transfer volume
