Description

Sole Source Justification The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Covaris, Inc. for the purchase of upgrades to an existing Covaris instrument, including new software, chiller, and water conditioning system. This instrument is required for shearing genomic DNA for preparation and sequencing. These additional upgrades will allow the laboratory to use an automated water works system for advanced set-up. These scheduling improvements will allow for maximum laboratory efficiency. The chiller and water conditioning system are designed for integration with high-throughput laboratory automation, saving time and simplifying the laboratory workflow. These upgrades will also increase laboratory productivity and provide better throughput with reduced errors. Covaris is the only vendor able to supply these upgrades. Supplies from other vendors would negatively impact the validity of ongoing laboratory research. Without valid, reliable, and reproducible results, years of research would be jeopardized because data from an incompatible system would not be directly comparable or consistent with data that has been collected and analyzed over time. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS; however, all responses received within fifteen (15) days of the issuance of this notice will be reviewed by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
