- Statement of Work The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) anticipates a contract requirement to provide Tactical Tomahawk Weapon Control System (TTWCS) suites of equipment for installation in new ships and to retrofit in existing ships. The primary North American Industry Classification System (NAICS) code for this procurement is 334111 with a size standard of 1000 employees. The Government intends to make a single award Indefinite Delivery Indefinite Quantity (IDIQ) to the industry member that has the Lowest Price Technically Acceptable (LPTA). The Government intends to issue a Solicitation for non-commercial items prepared in accordance with FAR Part 15 with additional information included in the prospective Solicitation. The anticipated performance period will span five (5) years beginning in May 2019. It is anticipated that the Request for Proposal (RFP) will be issued on or about August 2018. It is requested that all interested industry members, including Small Businesses and Small Business categories such as HUBZone, 8(a) Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB) and Service Disabled Veteran Owned Small Businesses (SDVOSB), respond with a Capability Statement of a maximum of five (5) pages to be used to determine the availability of Small Business concerns for this requirement. Interested Small Business concerns must identify their small business socio-economic categories. To be considered sufficient, the Capability Statement shall address the following three (3) items to demonstrate the Contractor's capability to perform the requirements of this Statement of Work (SOW): •(1) The Contractor's ability to manage, as prime Contractor, the types and magnitude of tasking in the SOW. •(2) The Contractor's technical ability, or potential approach to achieving technical ability, to perform at least 51% of the cost of the contract incurred for personnel with its own employees. •(3) The Contractor's capacity, or potential approach to achieving capacity, to execute the requirements in the SOW. For the purposes of this Capability Statement, capacity shall refer to matters such as the magnitude of the tasking, the amount of equipment or facilities involved, and the size of the staff needed; and Demonstrated ability to manage, technical ability and capacity may include citing and describing the same or similar relevant performance, but does not limit the interested Contractor's approach to demonstrate capability. Demonstrated performance must have been carried out within the past three (3) years. In addition to addressing items one (1) - three (3) above, interested concerns are requested to address the following specific requirement: •(4) The Contractor's ability to obtain Secret Clearance for all Personnel (5) Each submittal shall also include the following business information: a. DUNS number b. Organization Name c. Organization Address d. Point of Contact (including name, title, addresses, telephone number, fax number and Email address) e. Business size f. Socio-economic status (IF SDVOSB or VOSB - provide SDVOSB or VOSB CVE verification) g. Whether the Contractor is on GSA/FSS or SEWP Schedule? If yes, please provide the Contract #.
