- This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources (small and other than small) to perform a potential requirement. Purpose and Objectives: Your responses to the information requested will assist the Government in determining the appropriate acquisition method. NAICS code: 238290 and sized standard is $15.0M. NOTE: Respondent claiming SDVOSB and VOSB status must be registered and CVE verified in VetBiz Registry www.vetbiz.gov. Project requirements: This base year + 4 option year requirement is for the full-service maintenance, inspections, testing and repairs of all traction, hydraulic, roped hydraulic elevators, dumbwaiters and at Memphis Tennessee Medical Center 1030 Jefferson Ave, Memphis Tennessee 38104. Elevator brands include but not limited to: Motions Control, Dover, Otis, Montgomery, Kone, FUTRA T. The contractor is to provide all supervision, transportation, qualified labor, tools, parts, materials, hydraulic fluid, lubricants, shipping and equipment to provide full maintenance services, including all adjustments, tests, inspections, parts replacement and repairs necessary to keep the elevators in continuous use at their initial performance ability (same speed, capacity, safety and efficiency) as originally specified by the equipment manufacturer as modified thereafter. All adjustments, repairs and modifications, must conform to the manufacturer guidelines and/or the following industry standards, as applicable, whichever is more stringent: Built into this contract is an additional 25,000 dollars to cover damages due to abuse not covered under the normal contract scope. Applicable Directives and Standards: ASME A17.1 Safety Code for Elevators and Escalators, latest edition ASME A17.2 Inspectors Manual for Elevators and Escalators, latest edition ASME A17.3 Safety Code for Existing Elevators and Escalators, latest edition ANSI/NPA 70 National Electric Code, latest edition Manufacturer s requirements and specifications on inspection, maintenance and operation of each elevator model Inspections Include: - Weekly Inspections of traction type passenger and service type elevators - Semi-monthly inspection of hydraulic type elevator and dumbwaiters - Monthly test of the fire recall feature on elevators will be conducted. Testing of the in-car emergency light shall be tested for 90 seconds. In-car lights refer to emergency lighting tied directly to the elevator controls and elevator control power. Facility personnel will perform repair and testing of the overhead car lighting. The contractor will additionally provide transportation, labor, equipment, tools and materials to perform safety tests and inspections per ASME A17, latest editions, under the direction and observation of a third party QEI inspector as follows: - Semi-annual inspections from a third-party inspector, the contractor shall provide 1 qualified service technician to perform testing directed and witnessed by the third-party inspector. - Annual inspections from a third-party inspector the contractor shall provide 1 qualified service technician and 1 qualified helper to perform testing directed and witnessed by the third-party inspector. - 5-year inspection and tests from a third party inspector, the contractor shall provide certified weights, labor and transportation to relocate the weights to each elevator, a qualified elevator service technician and qualified helper to perform the tests directed and witnessed by the third party inspector. 5 Year inspection and testing accomplished in 2020. The Contractor will provide prompt emergency call back services (including entrapment) within 1 hour of telephone notification from the Contracting Officer, the VA COR or engineering designee for all passenger and freight elevators in the event of an equipment failure. Contractor shall have back in service any nonoperation elevators within two weeks, this include the ordering of parts, materials, and labor. After hours emergency services for dumbwaiters is not included in this requirement. Anticipated period of performance: October 1, 2018 through September 30, 2019 plus four (4) one-year options. Information sought: Response to this announcement shall not exceed 10 pages and should include the following information: (1) A tailored capability statement indicating the firm s ability to provide a product and related services; (2) The respondents DUNS number, organization name, address, point of contact, and size and type of business (e.g., small, SDVOSB/VOSB, large, etc,) pursuant to the applicable NAICS code; (3) Information should be provided electronically in a Microsoft Word or Adobe PDF format.
