- Draft PWS LIMIT 10 PAGES FOR CAPABILITY STATEMENTS SOURCES SOUGHT Type of Notice: Sources Sought Notice Number: HQ0516-FY18-0012 Short description of supply or service: The Defense Media Activity (DMA) is seeking authorized sources to conduct a worldwide survey of Armed Forces Network (AFN) audience members to determine viewing/listening preferences and habits. PCS or FSC Code: R422 NAICS Code: 541910 Recovery and Reinvestment Act Action: No Response Date: July 20, 2018 Primary Point of Contact: Kiesha Campbell Title of POC: Contracting Officer Description: AFN is seeking to obtain an in-depth analysis of the overseas U.S. military audience environment, media preferences and the current and projected AFN radio and television services, to include social media delivery platforms. Successfully integrate and coordinate all activity needed to execute the requirement. DISCLAIMER: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled veteran-owned small businesses (SDVOSB); 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses (WOSB); economically disadvantaged women-owned small businesses, (EDWOSB) or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for this potential requirement. To assist the Defense Media Activity (DMA) & AFN in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. The NAICS code for this sources sought is 541910 with a size standard of $15.0 mil. The draft PWS is uploaded in order to review the requirement details. If a vendor feels that another NAICS code is more appropriate, please discuss that in your capability response. Responses to this Notice will assist the Government in determining the appropriate acquisition method, including whether or not a set-aside is possible. Responses to this Notice should include the following: 1. Information regarding respondents: (a) staff expertise and their availability, experience, and formal/other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information; 2. Are there any requirements in the draft PWS that do not follow commercial practices or that would require your company to take an exception to this requirement? Please provide this information. 3. DUNS number, Cage Code, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZone, etc) pursuant to the applicable NAICS code; 4. Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. Any other information that may be helpful in developing or finalizing the requirements. 6. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract or agreement. The DMA will not be obligated to pursue any particular acquisition alternative as a result of this notice. Responses to the notice will not be returned. Not responding to this notice does not preclude participation in any future solicitation, if one is issued. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). If so, respondents are solely responsible for properly marking and identifying such information within their response.
