- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION UNDER FAR PART 13. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516-Anyalitical Laboratory Instruments Manufacturing, with a small business size standard of 500 Employees. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-99. This requirement is unrestricted and all interested authorized vendor's may submit a quote. Background: The instrument for measuring the thermal conductivity (k) of liquids and solids will be used to support the research of HVAC Equipment and Performance Group. The HVAC&R Equipment Performance Group researches the heat transfer performance of new alternative refrigerants. The focus of the work is to develop design tools for end-users to ensure the design of energy efficiency air-conditioning and heating equipment for buildings. Measurements of the thermal conductivity of magnetocaloric materials and of low-GWP refrigerants will be valuable for the complete engineering and the analysis of data from these projects. The effort is meant to aid U.S. industry in selecting new, limited-quantity magnetocaloric (MC) materials for the advancement of magnetic refrigeration and the selection of low-GWP refrigerants to replace HFC refrigerants. The new apparatus will improve the Group's measurement capabilities and quality of measurements for measuring the thermal conductivity of solids and liquids. SCHDULE OF REQUIRED ITEMS: The Contractor shall provide one a Table Top Instrument to Measure Thermal Conductivity of Solids and Liquids meeting the following minimum specifications: Line Item 0001 Quantity Delivery Date Table Top Instrument to Measure Thermal Conductivity of Solids and Liquids 1 8 weeks after order date Specifications: Parameter Criteria Documentation: Operation manual Application Capable of measuring the thermal conductivity of solids, liquids, powders and pastes. Calibration Samples for calibration provided. Temperature Range that instrument must be able to deliver to measurement sample: -50 °C to °200 C Cooling and heating systems All cooling and heating systems for achieving measurements at different temperatures must be provide Accuracy of measured thermal conductivity measurements ± 5 % or less Precision of measured thermal conductivity measurements ± 1 % or less Compatible test fluids at atmospheric pressure not limited to but must include: Gadolinium, POE lubricants, Nanolubricants, refrigerants, super insulators such as aerogels and textiles Extra consideration will be given for instruments that can measure refrigerants under pressure (200 psia) Operation between atmospheric pressure and 200 psi is not a requirement but could be used as a deciding point between instruments. Thermal Conductivity Range 0.01 W/mK to 500 W/mK Time to complete a single measurement Less than 1 second. Instrument must be measurement ready All ancillary equipment, including software and computer, must be provided so that the instrument is ready to make a measurement on the day of delivery. Power: 115V single phase. A transformer must be provided for the equipment if other power requirements other than 115V single phase are necessary. Electrical: Wired and Ready to operate Minimum Warranty: 90 days Acceptance/Inspection Criteria The instrument to measure the thermal conductivity of solids and liquids will be tested by the HVAC&R group, and verified to deliver to measure the thermal conductivity of oxygen-free copper to within 3 % of the NBS published value at the high, low and middle temperature range of the instrument. The item will be inspected at a government site. Addendum to Far 52.212-1, Quotation Preparation Instructions: 1. Price Quotation- The Offeror shall propose a firm-fixed-price for all Line Item(s). 2. Technical Quotation- All quotations shall clearly comply with the Schedule of Required Items. 3. All offerors shall submit the information/documentation required by the provisions in this solicitation. Quotation Evaluation: The Government intends to award a purchase order resulting from this solicitation to the lowest price Offeror meeting technical acceptability requirements. To be technically acceptable, the quotation shall clearly demonstrate compliance with the requirements. The Government will evaluate quotations based on the following evaluation criteria: (1) Technical Capability and (2) Price. 1. Technical Capability A quote will be considered technically acceptable if it clearly demonstrates compliance with the solicitation. An offeror's failure to quote all of the products/services listed above may be considered indicative of the offerors lack of understanding of the Government's requirements and may result in the offer being determined unacceptable. If an evaluation of Non-Acceptable is received, the Offeror will not be considered for Award. An evaluation of Technically Acceptable / Non-Acceptable will be assigned upon completion of the technical quotation evaluation. Offerors who fail to provide sufficient information (e.g. documentation, specifications, etc.) that clearly demonstrates an ability to meet the Government's technical specifications will be considered non-acceptable. If an evaluation of Non-Acceptable is received, the Offeror will not be considered for Award. All offerors shall be authorized to sell and service the products they are proposing to the Government, by the original manufacturer(OEM) certified engineers or technicians. 2. Price Price will be evaluated for reasonableness. Your company is encouraged to discount its rates. If price discounts are offered, identify the percentage of price discount and/or price reduction offered. The Government does not intend to enter into discussion and may award a purchase order on the basis of initial offers received, without discussions. Therefore, each initial quotation shall contain the offeror's best terms. Nonetheless, the Government reserves the right to conduct discussions if it is in the best interest of the Government.
