- Contractor is to furnish all labor, management, supervision, tools, materials, equipment, and transportation to install/upgrade High Voltage Substation Relays at DDJC with all the required components over the identified work areas. This project includes removal and replacement of feeder protection electrical relays located in 60 KV substation switchgear DDJC. This project is 100% Small Business Set Aside. The following summary of work is for the purpose of general information and is not intended to include and describe every feature or item or to define the scope of work. It is expected that the contractor will visit the site of work and thoroughly familiarize him/herself with the conditions existing there. Failure on the part of the contractor to acquaint her/himself with the site conditions will not be sufficient reason for any increase in contract price. PROJECT DESCRIPTION: This project includes replacement of High Voltage Substation Relays at DDJC with all the required components over the identified work area. Work includes removal and replacement of feeder protection electric relays located in 60 KV substation switchgear DDJC. Some of the predominant scope items include the following: 1. Remove and replace all electromechanical relays in the entire 12 KV switchgear located in 60 KV substation with equivalent digital relays. Make - General Electric, Model Multilin 850-E-PS-NN-G5-H-N-N-A-N-N-M-A-S-S-F-B-1E-S-W-B-N or approved equal. 2. Remove and replace all cubicles front doors of entire 12 KV switchgear with prewired UL approved front doors. New front door shall have all new components including but not limited to digital relays, CT/PT test blocks, VCB control switch, Lockout relay switch, LED indicating lamps, name plates etc. Front door shall be manufactured and prewired at supplier manufacturing unit and delivered at site with pig tail wires ready to be connected to switchgear terminal blocks. 3. New cubical front doors shall be factory power coated and of same color, material and thickness as existing switchgear. All cubical doors and its contents shall be labelled to match existing configuration. Label material and configuration shall be same as that of existing. It shall also have single line diagram of entire switchgear embedded in red and exactly match existing switchgear configuration and material. 4. Provide remote relays monitoring and control ( as per following specifications) including but not limited to Ethernet switch, required cables, installation hardware, a radio link between 12 KV switchgear and maintenance control center CGA building 247 to monitor and control entire switchgear operations. 5. Ethernet switch and radio switch shall be rack mounted installed on the wall inside 12 KV switchgear building and CGA building 247. Rack location shown in the drawing are approximate. Final rack location shall be decided during project construction. GENERAL REQUIREMENTS: All work shall be performed complete and in accordance with the statement of work and drawings. 1. Contractor shall have a minimum of 20 years of similar relay manufacturing, installation, testing and commissioning experience. 2. Contractor shall supply two spare relays of each kind and two spare all other electrical components including but limited to switches, CT/PT test block etc. 3. There are three 12 KV independent distribution circuits. Each circuit and corresponding cubicles will be isolated one at a time. Other cubicles will still be energized. Every power switching will require a notice of minimum of seven days. Testing, commissioning and putting back relays of each circuit in service shall be done on weekends or government approved holidays. 4. Entire project shall be completed without complete shut down of existing switchgear 5. Any power shut down requirement shall be coordinated with plant personnel and require a notice of minimum of 14 days. 6. Government shall perform power switching to isolate work area. 7. All work requiring power shut down shall be done on weekends and holidays approved by the government. 8. All testing shall be performed as per NETA specifications and NETA certified personnel. 9. All work shall be done as per applicable engineering, construction, testing, maintenance, and safety codes. 10. Appropriate PPE will be required to perform work near energized cubicles. 11. Contractor shall provide minimum of 8 hours of training to operate, program and maintain all relays and other related components. Performance Period: Contractor shall commence work upon Notice to Proceed and shall complete the entire work ready for use within 150 calendar days after receipt of Notice to Proceed. Working Hours: The work to be performed shall be during the regular working hours which consist of 8 hour period established by the Contracting Officer, Monday through Friday, normally 0700 to 1530, excluding Government holidays. Any work requiring power outage shall be performed on Sunday 0700 to 1530. Any work to be performed on holidays will require a minimum of two weeks' notice. The NAICS Code for this procurement is 237130. The small business size standard is $36,500,000. The magnitude of this construction effort is between $500,000 and $1,000,000. The tentative timeframe for issuance of the Invitation for Bid (IFB) solicitation SP3300-18-B-0006 for the above stated requirement is on or around July 12, 2018. The exact date and time for the pre-proposal/site visit will be stated in the solicitation. Access to the solicitation package to include the specifications and drawings will only be made available to prospective offerors via the Federal Business Opportunities (FedBizOpps) website at http: www.fbo.gov. Prospective offerors are cautioned concerning their responsibility to access the website for any amendments that may be issued under the IFB. There will be no advance notification of amendment issuance. Prospective offerors are advised to consult the website frequently to check for any amendments. Amendments may be issued up until the quote closing date. Failure to acknowledge amendments may render your quote ineligible for award. NOTE: To receive an award resulting from this solicitation, offerors MUST be registered in the SAM database IAW FAR 52.212-1(k) and DFARS 204.1103. Registration may be done online at: www.sam.gov Prospective contractors shall also complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with required registration in the SAM database. All responsible small business concerns may submit a quote which shall be considered by this agency. The Government intends to award a contract as a result of this IFB. Award will be made to the lowest responsive, responsible bidder. An offeror must be determined responsible according to the standards of FAR Subpart 9 to be eligible for award.
