- Synopsis: Notice of Intent To Award A Sole-Source Contract Announcement Number: 1305M2-18-00258 Project Title: McIdas-X DX license and maintenance The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with University of Wisconsin-Madison Space Science Engineering Center, 21 N Park St, Ste 6401, Madison, WI 53715 using the procedures in FAR Part 13, and in reference to 41.U.S.C. 253(c)(1), for ) a quantity of fourteen (14) total, Man Computer Interactive Data Access System (McIDAS)-X DX license and maintenance for a base and two (2) option years. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. NOAA has utilized McIDAS to support its mission for over twenty (20) years. This system allows CPC to globally merge satellite data to produce an estimated global precipitation product. The global precipitation estimates are then used as input into a collection of operational processes in addition to verifying CPC forecasts. Furthermore, it is the only system that provides timely display and analysis of meteorological data. McIDAS also contains a historical database of meteorological parameters unavailable from any other source. The University of Wisconsin-Madison (UWM) Space Science Engineering Center (SSEC) developed McIDAS in 1973. Since inception, UWM SSEC has continually developed and maintained this system. UWM SSEC is the only vendor authorized to provide access to the McIDAS system. The McIDAS system is a proprietary product and no third party can provide access to the system. UWM has developed and maintained the system since its inception and is the only vendor authorized to provide access to the system. There is currently no other source capable of meeting this requirement. The North American Industry Classification Code (NAICS) for this acquisition is 611310 with a business size standard of $27.5 million. This is not a solicitation for competitive quotes, nor will one be posted on FedBizOpps. Although a determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. However, if any interested party believes that it is capable of meeting the requirements, and in an effort to comply with the requirements outlined in FAR 5.102, a firm may request an electronic copy of the solicitation from the Contract Specialist, Natasha Thieman (Natasha.Thieman@noaa.gov). All electronic correspondence shall have the subject line read: Announcement Number: Project Title. All responsible sources may submit a Capability Statement and/or a quote in accordance with the solicitation, which shall be considered by the agency if received on or before 11:00 AM EST on July 3, 2018. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. The solicitation will remain open from June 28, 2018 to July 3, 2018.
