This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation document will not be issued. This solicitation is a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-94(JAN 2017) The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 1000 Employees. NIH Clinical Center Office of Purchasing and Contracts is seeking to use sophisticated equipment to decontaminate the physical environment that may be contaminated with multidrug-resistant bacteria using Clams R gas generators in a timely manner. Highly trained RBDS engineers and all of the necessary consumables will be required to perform the RBDS. The Government contemplates an award of a Firm-Fixed Price(FFP) contract and will be evaluated based on the lowest price Technically Acceptable(LPTA) offer and Past Performance. Statement of Objectives: Background: The Hospital Epidemiology Service (HES) within the CC is tasked with the prevention of nosocomial, or healthcare-associated, infections. It is an essential part of the infrastructure of the CC. The mission of the HES is achieved through the prevention of spread of infections via patient-to-patient, patient-to-staff, staff-to-patient, or staff-to-staff through reducing the risk factors of such spread. The risk factors are controlled through prevention (hygiene/hand-washing, cleaning/disinfection/sterilization, vaccination, etc.), surveillance of demonstrated or suspected spread of infection within the CC (outbreak investigations, monitoring, etc.), and management of outbreaks. Scope of Work: The Hospital Epidemiology Service (HES) has identified infection or colonization with multidrug-resistant bacteria that have the potential to spread within the Clinical Center. The vendor shall use sophisticated equipment to decontaminate the physical environment that may be contaminated with multidrug-resistant bacteria using Clams R gas generators in a timely manner. Highly trained RBDS engineers and all of the necessary consumables will be required to perform the RBDS. Objectives: Objective 1: Decontamination Process (RBDS) •The vendor shall use sophisticated equipment to decontaminate and include Clarus R gas generators. •Highly trained TBDS engineers and all of the necessary consumables will be required to perform the RBDS. •The vendor will provide EPA- approved Hydrogen Peroxide Sterillant, floor sealant tape, biological indicators and growth media for the biological indicators. •The vendor will provide biological indicators: Geobacillus Stearothermophilus spores supplied in TYVEK pouched bags used to confirm efficacy of the bio-decontamination. •Equipment inside target decontamination area(s) that require separate internal bio-decontamination such as safety cabinets, incubators, freezers, refrigerators, or animal racks AHUs should be reviewed prior to bio-decontamination work is carried out. Objective 2: Bio-decontamination Optimization •Vendor will use hydrogen peroxide vapor ("HPV") to bio-deactive microorganisms such as bacteria, viral particle, and fungi. II. Period of Performance: Base Year 08/01/18 - 07/31/19 Option Year One 08/01/19 - 07/31/20 Option Year Two 08/01/20 - 07/31/21 Option Year Three 08/01/21 - 07/31/22 Option Year Four 08/01/22 - 07/31/23. Evaluation Factors: EVALUATION FACTORS FOR AWARD 1. GENERAL The technical proposal will receive paramount consideration in the selection of the Contractor(s) for this acquisition. All evaluation factors, other than cost or price, when combined are significantly more important than cost or price. However, cost/price may become a critical factor in source selection in the event that two or more offerors are determined to be essentially equal following the evaluation of all factors other than cost or price. The Government intends to make an award(s) to that offeror(s) whose proposal provides the best overall value to the Government. 2. MANDATORY QUALIFICATION CRITERIA (PASS/FAIL) Listed below are mandatory qualification criteria. THE OFFEROR SHALL INCLUDE ALL INFORMATION WHICH DOCUMENTS AND/OR SUPPORTS THE QUALIFICATION CRITERIA IN ONE CLEARLY MARKED SECTION OF ITS TECHNICAL PROPOSAL. The qualification criteria establishes conditions that must be met at the time of receipt of Final Proposal Revisions (FPRs) by the Contracting Officer in order for your proposal to be considered any further for award. 3. COST/PRICE EVALUATION Offeror(s) cost/price proposal will be evaluated for reasonableness. For a price to be reasonable, it must represent a price to the government that a prudent person would pay when consideration is given to prices in the market. Normally, price reasonableness is established through adequate price competition, but may also be determined through cost and price analysis techniques as described in FAR 15.404. Cost Realism: The specific elements of each offeror(s) proposed costs are realistic when the proposed cost elements are evaluated and found to: 1) be realistic for the work to be performed; 2) reflect a clear understanding of the requirements; and 3) be consistent with the unique methods of performance and materials described in the offeror(s) technical proposal. Cost Realism will be evaluated only on the offeror(s) inputs which the Government will use to determine the most probable cost to perform the contract in a manner consistent with the offeror's proposal. Cost realism analysis will be conducted in accordance with FAR 15.404-1(d). The result of the cost realism analysis will be considered in the making the best value tradeoff decision. 4. EVALUATION OF OPTIONS It is anticipated that any contract(s) awarded from this solicitation will contain option provision(s) and period(s). In accordance with FAR Clause 52.217-5, Evaluation of Options, (July 1990), the Government will evaluate offer for award purposes by adding the total price for all options to the total price for the basic requirement, except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests. Evaluation of options will not obligate the Government to exercise the option(s). 5. TECHNICAL EVALUATION FACTORS The evaluation factors are used by the technical evaluation committee when reviewing the technical proposals. The factors below are listed in the order of relative importance with weights assigned for evaluation purposes. Sub factors are considered to be of equal importance. OFFERORS AND REVIEWERS ARE ADVISED TO REFER TO THE ADDITIONAL TECHNICAL PROPOSALINSTRUCTIONS OF THIS SOLICITATION PACKAGE FOR GUIDANCE AND INFORMATION RELATED TOTHE PREPARATION OF PROPOSALS. CRITERIA WEIGHT Factor 1: 35 Points Understanding of the required objectives of the decontamination services and the ability to complete required tasks and deliverables. A minimum of three years' experience providing decontamination services in the patient care areas of academic medical centers. Experience with decontamination following presence of highly infectious pathogens (e.g., Ebola virus) is preferred. Factor 2: 20 Points Ability to provide requested equipment, labor, and materials specified for service requests. Use of hydrogen peroxide vapor for decontamination, with real-time measurement of chemical concentration and use of biological indicators in every space that is treated. Factor 3: 20 Points Ability to respond quickly and provide decontamination services within 24 hours of their request. Factor 4: Past Performance - 10 Points Offerors will be required to submit a list of references and contracts completed during the past three years and a list of all contracts currently in process of equivalent size and complexity. References must include at least two academic medical centers. Past Performance will be evaluated from a business and technical standpoint to determine the relative merits of the proposal. The performance of the offeror on earlier work for the Government or the private sector will be a very significant indicator of how well the offeror can be expected to perform the required services. The information presented by the offeror together with that available form sources within the Government will provide the information for this portion for the technical evaluation. The Government will evaluate the quality of the offeror's past performance based on the information obtained from references provided by the offeror, as well as other relevant past performance information obtained from other sources known to the Government. Offerors shall be evaluated on their (1) record of conforming to specifications and to standards of good workmanship; (2) adhere nce to contract schedules, including the administrative aspects of performance; (3) reputation for reasonable and cooperative behavior and commitment to customer service; (4) business-like concern for the interests of the customer; (5) experience in working in patient-care areas; (6) courtesy and professionalism of staff. The Government is seeking to determine whether the offeror has consistently demonstrated a commitment to customer satisfaction, and timely delivery of services at fair and reasonable prices. The assessment of the offeror's past performance will be as a means of evaluating the relative capability of the offeror and other competitors. Factor 5: Evaluation of Price - 15 Points An overall rating of each proposal meeting the minimum requirements will be developed using weighted combination of technical and price proposals. Price proposal will be considered on the basis of total price. The business proposals will be evaluated to determine the reasonableness of the proposed price and the responsibility of the offeror. The lowest total evaluated price will be assigned 15 points. Indicators of control include, but are not limited to, one or more of the following: ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees. "Labor law decision" means an administrative merits determination, arbitral award or decision, or civil judgment, which resulted from a violation of one or more of the laws listed in the definition of "labor laws". "Manufactured end product" means any end product in product and service codes (PSCs) 1000-9999, except- (1) PSC 5510, Lumber and Related Basic Wood Materials; (2) Product or Service Group (PSG) 87, Agricultural Supplies; (3) PSG 88, Live Animals; (4) PSG 89, Subsistence; (5) PSC 9410, Crude Grades of Plant Materials; (6) PSC 9430, Miscellaneous Crude Animal Products, Inedible; (7) PSC 9440, Miscellaneous Crude Agricultural and Forestry Products; (8) PSC 9610, Ores; (9) PSC 9620, Minerals, Natural and Synthetic; and (10) PSC 9630, Additive Metal Materials. "Place of manufacture" means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture. "Predecessor" means an entity that is replaced by a successor and includes any predecessors of the predecessor. "Restricted business operations" means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate- (1) Are conducted under contract directly and exclusively with the regional government of southern Sudan; (2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization; (3) Consist of providing goods or services to marginalized populations of Sudan; (4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization; (5) Consist of providing goods or services that are used only to promote health or education; or (6) Have been voluntarily suspended. "Sensitive technology"- (1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically- (i) To restrict the free flow of unbiased information in Iran; or (ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and (2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)). "Service-disabled veteran-owned small business concern"- (1) Means a small business concern- (i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and (ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran. (2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16). "Small business concern" means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and size standards in this solicitation. "Small disadvantaged business concern", consistent with 13 CFR 124.1002, means a small business concern under the size standard applicable to the acquisition, that- (1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by- (i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and (ii) Each individual claiming economic disadvantage has a net worth not exceeding $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and (2) The management and daily business operations of which are controlled (as defined at 13.CFR 124.106) by individuals, who meet the criteria in paragraphs (1)(i) and (ii) of this definition. "Subsidiary" means an entity in which more than 50 percent of the entity is owned- (1) Directly by a parent corporation; or (2) Through another subsidiary of a parent corporation. "Veteran-owned small business concern" means a small business concern- (1) Not less than 51 percent of which is owned by one or more veterans (as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and (2) The management and daily business operations of which are controlled by one or more veterans.
