Statement of Work THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION UNDER FAR PART 13. Background Information: The National Fire Research Laboratory (NFRL) group in the Fire Research Division (FRD) conducts the laboratory experiments to characterize the real-scale fire behavior of combustibles and the fire performance of structures under realistic fire and structural loading. NFRL carries out Engineering Laboratory (EL) mission-related measurement science research and services to improve fire performance of communities, structures and building contents; develop physics-based models that predict fire behavior and structural performance; and conduct disaster and failure studies to reduce risk of fire hazards to structures and fire fighters. The Gravity Loading and Bracing System would provide the capability to safely apply vertical forces to the tested structure while subject to a fire. The gravity loading system will allow the safe load transfer from the hydraulic actuators in the lab basement to the top of the tested structure, while the bracing system will provide the safe anchorage of the loading structure in to the lab's strong floor. The associated North American Industrial Classification System (NAICS) code for this procurement is 332999- All Other Miscellaneous Fabrication Metal Product Manufacturing, with a small business size standard of 750 Employees. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-99. This requirement is a 100% small business set aside. SCHDULE OF REQUIRED ITEMS: All qualified Offerors shall submit a firm-fixed price quotation in accordance with this solicitation. CLIN 0001- The Contractor shall provide a Gravity Loading and Bracing System in accordance with the attached Statement of Work. (End of clause) NIST Local Clause_54 Electronic Billing NIST requires that Invoice/Voucher submissions are sent electronically via email to INVOICE@NIST.GOV. Each Invoice or Voucher submitted shall include the following: (1) Contract number; (2) Contractor name and address; (3) Unique entity identifier (see www.sam.gov for the designated entity for establishing unique entity identifiers); (4) Date of invoice; (5) Invoice number; (6) Amount of invoice and cumulative amount invoiced to-date; (7) Contract Line Item Number (CLIN); (8) Description, quantity, unit of measure, unit price, and extended price of supplies/services delivered; (9) Prompt payment discount terms, if offered; and (10) Any other information or documentation required by the contract. (End of clause) Addendum to Far 52.212-1, Quotation Preparation Instructions: 1. Price Quotation- The Offeror shall propose a firm-fixed-price for all Line Items. 2. Technical Quotation- All quotations shall clearly comply with the Schedule of Required Items. 3. All offerors shall submit the information/documentation required by the provisions in this solicitation. Overall Arrangement of Quotation Technical Quotation (Volume I) - No pricing information shall be included in the technical quotation. The Technical Quotation shall be divided into the following sections: (i) Documentation of Qualifications: The fabricator (contractor) shall be certified through the American Institute of Steel Construction (AISC) as a Certified Building Fabricator (BU, formerly STD). Fabricators also meeting AISC's bridge certifications (Certified Bridge Fabricator - Simple (SBR), Certified Bridge Fabricator - Intermediate (IBR), and/or Certified Bridge Fabricator - Advanced (ABR)) are preferred. The contractor shall provide documentation of all AISC certifications. They shall provide documentation to verify the required qualifications specified in Section 3.5 ("Quality Assurance"), and provide this documentation of qualifications as part of the initial quotation submission. (ii) Describe the equipment and procedures that would be used to achieve the exacting fabrication tolerances specified in Section 3.7.1. (iii) Past Performance: The offeror shall provide at least three examples of past performance completed or substantially completed within the last three years of contracts for relevant work of a similar type and scope as the current requirement with federal, state or local governments and/or commercial customers. If the offeror has no relevant past performance, the offerors will receive a neutral rating and should include a statement to that effect in its proposal. The government reserves the right to consider past performance data obtained from sources other than those provided by the offeror in its proposal. The description of each reference described in this section shall not exceed a half page. For each of the contracts, the offeror shall provide the following information: a. Name of Contracting Activity b. Contract Number & Task order Number, if applicable c. Contract Type d. Total Contract Value e. Brief Contract Description - No more than ¼ page each. f. Contracting Officer Name and Telephone g. Program Manager and Telephone The offeror may include: a) past performance information regarding any problems encountered on the contracts described above and corrective actions taken to resolve those problems; and b) Any quality awards or certifications, letters of appreciation, commendations, industry recognition of excellence or special awards received with respect to performance of services. The offeror shall describe when the award, certification, etc. was received, and may provide as an attachment to this part. Business/Pricing Quotation (Volume II) Price - The offeror shall propose a firm fixed price for CLIN 0001, for all work included in the SOW. Additionally, offerors shall provide a breakdown showing how they derived their proposed price for CLIN 0001. Quotation Evaluation: The Government will award a Purchase Order resulting from this solicitation to the responsible offeror whose quotation represents the best value to the Government, non-price and price factors considered. NIST reserves the right to make award to other than the lowest-priced offeror or the offeror ranked highest technically, if it determines that to do so would result in the best value to the Government. An offerors failure to address any factors may be considered indicative of the offerors lack of understanding of the Government's requirements and may result in the offer being determined unacceptable. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical Approach and Capability 2) Past Performance 3) Price Each of the non-price factors are considered equal in importance. All non-price factors, when combined, are more important than price. 1. Technical Approach and Capability- the Government will evaluate the offeror's technical approach and capability to assess the offeror's ability to perform the services listed in the SOW and to determine its overall understanding of the requirements to the extent which its proposed approach will ensure successful performance of this effort. 2. Past Performance - The Government will evaluate the offeror's past performance information to determine its relevance to the current requirements and the extent to which it demonstrates that the offeror has successfully completed relevant contracts in the past three years. In assessing the offeror's past performance, NIST will evaluate the quality, timeliness, and ability to control cost and schedule of the past work. The Government will assign a neutral rating to offerors with no relevant past performance in the past three years 3. Price- Price will be evaluated for reasonableness. Your company is encouraged to discount its rates. If price discounts are offered, identify the percentage of price discount and/or price reduction offered. The Government does not intend to enter into discussion and may award a purchase order on the basis of initial offers received, without discussions. Therefore, each initial quotation shall contain the offeror's best terms. Nonetheless, the Government reserves the right to conduct discussions if it is in the best interest of the Government.
