- Draft Statement of Work Specifications The US Army Corps of Engineers, Engineer Research and Development Center, Vicksburg, MS intends to issue a solicitation that will result in one (1) Firm-Fixed-Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) construction Job Order Contract (JOC). The purpose of this procurement is to obtain work that includes but is not limited to construction, alteration, and repair of real property and utility projects for FY 2018 through 2021. This notice does NOT constitute a request for proposal, request for quote or invitation for bid. This procurement will be a 100% Service-Disabled Veteran-Owned Small Business Set-Aside, Indefinite Delivery/Indefinite Quantity (IDIQ), Single Award Task Order Contract (SATOC) with a three (3) year term. The North American Industry Classification Code (NAICS) for this procurement is 236210; size standard $36.5 Million applies. Multiple projects are anticipated. The ceiling amount is $6M ($2M per year). Individual task orders are expected to range from $3,000 to $750,000; however, task orders above or below these amounts may be considered if deemed to be in the Government's best interest. The scope of work is anticipated to encompass a wide variety of simultaneous projects for a broad range of maintenance, repair and minor construction work at the Engineer Research and Development Center, Vicksburg, MS. Facilities include, but are not limited to, research and development, secure areas, administrative, etc., as well as their corresponding support facilities; infrastructure such as pavements, roads, parking, drainage systems, utility systems, and force protection. Draft Statement of Work and Technical Specifications is attached. The contractor will be required to furnish all materials, equipment, and personnel necessary to manage and accomplish the job. The contractor must be capable of managing simultaneous projects (up to 10+) for a broad range of maintenance, repair and minor construction work, and must be experienced with e4Clicks Project Estimator Software. Source selection will employ the lowest price technically acceptable source selection process as best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. No seed project is identified with the solicitation. All future orders will be awarded using the procedures at FAR 15.1 and FAR 16.505. Solicitation will be issued on or about 16 July 2018. Estimated receipt of proposals will be 30 days after the issuance of the solicitation. Actual dates will be reflected in the solicitation. Prospective offerors will have access to the solicitation at Federal Business Opportunities (www.fbo.gov) by searching for the solicitation number, W912HZ18R0015. Offerors are encouraged to check the website frequently in order to be notified of any changes to the solicitation. The Government will not provide written paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests for the solicitation package will not be honored. All offerors must be registered in the System for Award Management (SAM) database (https://www.sam.gov) to be considered for award of any United States of America, Department of Defense contract. Any entity wishing to do business with the federal government must have an active SAM registration in order to be eligible to receive contract awards or payments, submit assistance award applications via Grants.gov, or receive certain payments from some federal government agencies.
