Description
Amendment 1 - Responses to Questions Combined Synopsis Solicitation N6264518R0058 Amendment 1 The purpose of this amendment is provide responses to questions regarding Combined Synopsis Solicitation N6264518R0058. The proposal due date of 2:00 PM Eastern Time, 18 July 2018, remains unchanged Question 1: I am hoping to find out if there is an incumbent contractor currently performing these services or if this is a new requirement. If there is an incumbent, could you please provide the contract number? Response: There is currently not an incumbent contractor performing these services. Question 2: The RFP references Simplified Acquisition Procedures (SAP) - does the government expect that the total cost for this project will be under the Simplified Acquisition Threshold of $150,000? Response: The Government cannot disclose the expected total cost for this project. In addition, FAR Part 13 authorizes the use of simplified procedures for the acquisition of services in amounts greater than the simplified acquisition threshold. Question 3: As the solicitation states that "In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will not be evaluated favorably or unfavorably on past performance (FAR 15.305(a)(2)(iv)). The offeror will receive a neutral rating." and since Fact II is evaluated on a pass or fail system, could you please clarify whether a neutral rating on this factor would be considered Pass or Fail? Response: A neutral rating for past performance will not exclude an offeror's proposal from further consideration for award. The remaining evaluation factors set forth in the solicitation will be considered.
