- The Department of Veterans Affairs, Network Contracting Office (NCO) 22, is issuing this notice of intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source award under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items with LAERDAL MEDICAL CORPORATION located at 167 Myers Corners Rd. Wappingers Falls, NY. 12590. This requirement will be used to establish a SimMan Essential Service & Warranty Contract for the VA San Diego Healthcare System (VASDHS). Laerdal Medical Corporation shall provide One Year Extended Warranty, including materials, manufacturing or workmanship issues, return to bench service, packaging materials for return to Laerdal, shipping costs for repairs (Ground freight from/to customers facility) for VA-owned SimMan Patient Simulator listed under S/N: 21417110119. Laerdal Medical Corporation shall also provide Annual Preventive Maintenance which includes 1 service (on-site), full refurbished/replacement of consumables, some bladders, pad sets, refurb of IV arm/skin/veins, inspect compre/box, upgrade SW, cleaning, final inspection, documentation of findings/recommendations for VA-owned SimMan Patient Simulator listed under S/N: 21417110119. Vendor Product Reference# 214-00050EXW1 Description: SM Ess Bleed 1YrExtWrnty Vendor Product Reference# 214-00050PMC Description: SimMan EsseBl PrevMain 1 PM per year The proposed period of performance will be from 8/01/2018 through 7/31/2019 (Base year). 08/01/2019 through 7/31/2020 (Option Year 1) With a total estimated value of $13,660.00 for the life of the contract. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 8/01/2018. The place of performance is as follows: VA San Diego Healthcare System (Simulator Laboratory) located at 3350 La Jolla Village Drive. San Diego, CA. 92161 The North American Industry Classification System (NAICS) for this requirement is, 611710 - Educational Support Services. The Small Business Administration size standard for this sector is $1.5 Million. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
