Army Contracting Command-Rock Island (ACC-RI), on behalf of the Office of Project Manager Combat Ammunition Systems (PM CAS), issues a Request for Proposal (RFP) W52P1J-17-R-0088 for the manufacture and delivery of the TNT and PBXN-9 Supplementary Charges covering FY19-23 requirements. The TNT and PBXN-9 Supplementary Charges are used in the explosive train of artillery projectiles as a booster between the fuze and main charge. These Supplementary Charges are critical components to the entire family of 105mm and 155mm ammunition that support training and operation requirements in theater. Supplementary Charges are placed in the fuze well of all high explosive deep cavity rounds. Without Supplementary Charges, TNT and IMX loaded projectiles would not detonate high order. The TNT Supplementary Charges, inserted in the 105mm M1 and 155mm M795 projectiles, consist of approximately.33 lbs. of pressed TNT pellets in an aluminum body cup, and aid in the detonation of TNT explosive filler in an artillery round upon activation by a fuze. The PBXN-9 Supplementary Charges, inserted into the 105mm M1 IM and 155mm M1122 IM projectiles, consist of approximately.33 lbs. of pressed PBXN-9 pellets in an aluminum body cup and aid in the detonation of the Insensitive Munition (IM) explosive filler in an artillery round upon activation by a fuze. This solicitation will be restricted to the United States and Canada under 10 USC 2304(c)(3). The United States Government (USG) intends to award up to two Firm Fixed-Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract with five (5) one-year ordering periods covering FY19-23 requirements. Award(s) will be made to the best overall proposal, which is determined to be the most beneficial to the Government. Each offeror will be evaluated against the solicitation criteria to determine if the offeror has the technical expertise, equipment, and personnel required to manufacture and manage the product in accordance with the solicitation requirements and delivery schedule as delineated in Section F of the solicitation. The awarded IDIQ contracts will include a minimum guarantee of $5,000 and a combined maximum ordering ceiling amount of $69,888,735.52 during the five one year ordering periods. First Article Test will be required. Delivery will be FOB Origin to locations determined at time of delivery order placement. Future requirements will be competed amongst the offeror(s) receiving an award and may be based on price, delivery, capacity and/or past performance. The Technical Data Package (TDP) for the PBXN-9 and TNT Supplementary charges are Distribution Statement "D" authorized to the Department of Defense (DoD) and U.S. DoD Contractors only. Distribution Statement on technical documents are in accordance with DoD 5230.24. All firms must be registered in the Joint Certification Program (JCP) in order to access the TDPs with distribution other than distribution "A" at https://www.dlis.dla.mil/jcp/ and have a current valid cage code. All contractors will be required to provide its current DD Form 2345, Military Critical Technical Data Agreement prior to the JCP website accessing the TDP. This solicitation and any amendments will be issued electronically in accordance with FAR 4.5 and 5.102, therefore, hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing the following address via the internet: https://www.fbo.gov/. NOTE: As this solicitation and any amendments thereto will be issued electronically, vendors are advised to periodically access the above addresses in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the closing date and time set for closing of the RFP may render your proposal nonresponsive and result in the rejection of it. All contractors who provide goods/services to the Department of Defense (DOD) must be registered in the System for Award Management (SAM). The Internet site for registering in SAM is http://www.sam.gov. Failure to register in the SAM will preclude an Offeror from receiving a contract award resulting from this solicitation.
