- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole-source basis with Wirescan AS under the authority of 41 US 3304(a)(1) for the lease of a Line Resonance Analysis (LIRA) device, training, and data analysis services. Background Information and Basis for Sole Source Line Resonance Analysis (LIRA) is a state-of-the-art time and frequency domain reflectometry instrument developed in Europe with limited market penetration in the U.S. This equipment is required to assess the reliability of electrical networks (e.g. electrical cables, sensors, and feedback control devices) prior to their installation in the field. This instrument and its capability to assess the reliability, detect, and locate incipient faults in electrical systems is critical to the completion of major milestones for an interagency project - Assessment of Condition Monitoring Methods for Electrical Cables for the Nuclear Regulatory Commission within NIST's Engineering Laboratory's Engineered Materials for Resilient Infrastructure Program. Wirescan AS has modified a LIRA device available for rent so that NIST may measure shorter cable lengths on the order of 10 feet. The modified LIRA device and service for data analysis supplied by Wirescan AS is the only system and service to satisfy the Government's need. More specifically, this is the only system that can measure frequency domain reflectometry data directly short cable lengths, on the order of 10 feet. Furthermore, its unique software analysis package is the only system cable of generating waveform functions that can indicate possible defect locations and their severity; and provide a global aging factor to assess the current aging condition of the cable sample. The LIRA device also produces other cable electrical parameters, including dielectric capacitance, inductance, velocity ratio, characteristic impedance and attenuation. These features are a requirement of the OA sponsor, Nuclear Regulatory Commission, to assess the condition monitoring methods on electrical cables for nuclear plant license renewal program. If the Wirescan AS LIRA device rental and data analysis services is not acquired, the aforementioned interagency project would be in jeopardy. General The North American Classification System (NAICS) code for this acquisition is 541380 - Testing Laboratories. The small business size standard is $15M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 5:00 p.m. Eastern Time on July 12, 2018 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Adam Powell at adam.powell@nist.gov. All responses to this notice of intent must be submitted so that they are received at adam.powell@nist.gov no later than the aforementioned due date.
