Description
This Invitation for Bid (IFB) is a Design-Bid-Build (DBB) Competed Small Business Set Aside for construction which includes the renovation of a historical Army North Museum Annex Building B56 at Fort Sam Houston, Texas. The existing Building 56 site is approximately 0.5 acres and is located west of the intersection of N New Braunfels Ave and Hood Street. The resultant project renovations will include, but are not limited to, the following: •Abate environmental hazards per the attached environmental report •Demolish existing interior partitions. •Provide new HVAC system sized to meet the max personnel and equipment load for the building; Any new exterior louvers shall maintain vintage appearance of facility. •Provide new lay-in ceiling and lighting •Tuckpoint exterior brick •Replace missing bricks on exterior and interior •Remove the wood awning brackets attached to the masonry on the west side, and repair •adjacent masonry •Remove expanded metal window screens, provide metal plate and shutters over existing •windows on east side, and provide new blast resistant windows where required to match •existing appearance •Repair historic exterior wooden doors to remain in-kind. If impossible to repair in kind, replace in-kind with custom doors that replicate the original historic doors. Replace other exterior doors with custom doors which resemble the historic exterior wooden doors. •Provide new hardware for all exterior doors that is compatible with the circa 1900 appearance of the facility. (Adjust door, frame and hardware dimensions for any changes in finish floor height.) •Replace existing porch and roof on the north end of the building •Provide grading improvements to mitigate water issues •Provide new domestic water service •Add an ADA accessible sidewalk route to the north building entrance from the parking lot •Add ramps up to entrance and interior raised floor. •Provide connections for power, domestic water, and sanitary sewer service to the building •Provide power and data throughout the building, including electrical and communications •rooms •Provide new men's and women's rest rooms •Provide gypsum board walls and framing on interior walls, with water and vapor barrier, and water resistant rigid insulation FAR 36.204(f) Disclosure of magnitude of construction is between $1,000,000 and $5,000,000. The IFB solicitation is anticipated to be issued on or about 25 July, 2018, and offers will be due on or about 27 August, 2018. Anticipated contract award date on or about 11 September, 2018. Anticipated project completion date is 365 days from Notice to Proceed. It is the Offerors responsibility to monitor the FedBizOpps web site for amendments to the solicitation. The Government reserves the right to use only the Internet as notification of any amendments to this solicitation.
