- 29 June 2018 Synopsis - Arm Disarm Switch Replacement (ADSR) Program The Intercontinental Ballistic Missile (ICBM) Systems Directorate, Contracting Division intends to issue a solicitation for the Arm Disarm Switch Replacement (ADSR) Program. An Arm Disarm Switch is a switch that completes or interrupts electrical circuits to ordnance devices. The purpose of the ADSR Program is to replace the Arm Disarm Switch used on the Minuteman III (MMIII). To perform this contract, a party must, in part, be able to (a) design and qualify an Arm Disarm Switch to provided specifications, strict environmental standards, and nuclear hardness requirements; (b) qualify the design to those specifications, standards, and requirements; (c) have/obtain nuclear hardness expertise; and (d) manufacture arm disarm switches with strict configuration control and a high degree of quality assurance. This contract will consist of two basic parts. The first part is an Engineering and Manufacturing Development (EMD) portion under which the Contractor will design and qualify an Arm Disarm Switch for the MMIII. The EMD portion of the contract will be split into three different portions: the beginning of EMD through critical design review (basic); from critical design review closure through qualification testing (option); from qualification testing closure through EMD completion (option). All parts of the EMD portion will take no longer than 31 months. The second part of the contract will be two annual production options, each for 116 Arm Disarm Switches. Each production option will take no longer than one year. There will also be a production option for twenty Arm Disarm Switches which will have a six month delivery schedule. Based on this schedule, the duration of the contract will be up to 55 months. A draft solicitation was released on FBO under the number FA8214-18-R-7001 on 11 May 2018. Interested parties who seek more information on this acquisition (including but not limited to line item numbers, units of issue, destination information, and other terms and conditions) are advised to review that draft release. The draft will be updated upon solicitation release and Offerors are required to review the solicitation for any updates. A formal solicitation will be issued on or about 16 July 2018 on Federal Business Opportunities (FBO). Offerors are responsible for checking FBO to obtain the solicitation and any amendments or other information pertaining to the solicitation and are encouraged to register for notification through FBO. While many portions of the solicitation will be provided on FBO, some documents necessary for proposing are classified and others are unclassified but sensitive. Instructions for receiving or viewing this information will be provided with the solicitation release. Offerors are responsible for following instructions to obtain or view this information. Offerors are notified that to receive this information, they must have a Secret clearance; be US DoD contractors; have an up-to-date DD 2345 certified by the Defense Logistics Information Service, Joint Certification Program; and have a legitimate business purpose. For further information on obtaining this information before the solicitation release, see Section L of the draft RFP. This acquisition will be a full and open competition (not a small business set aside), using the trade-off source selection. The source selection will be conducted in accordance with Federal Acquisition Regulation (FAR) 15, Contracting by Negotiation (as supplemented) as well as Department of Defense (DoD) Source Selection Procedures dated 31 March 2016. Foreign participation at the prime contractor level is not permitted. To be eligible for award, Offerors cannot be barred from receiving government contracts, and must be actively registered in the System for Award Management (SAM) (https://www.sam.gov). In addition, offerors must ensure their Annual Representations and Certifications are updated and current. 22 May 2018 RESPONSE DATE MODIFIED/AMENDED TO 15 June 2018 11 May 2018 Attached you will find the Draft RFP for the Arm Disarm Switch Replacement Program. Previous notices for this program were provided under the number FA8214-17-C-ADSR. As this is now a Draft RFP, the number has been updated. Your feedback on all parts of the Draft RFP is requested with specific interest in schedule and data rights. Please let us know of clarification, issues, concerns, inconsistencies, omissions, etc. Please note that the RFP for this program will include classified and unclassified but sensitive information. Two bidder's libraries have been set up for interested parties to review these documents--one library for classified documents, and one library for unclassified but sensitive documents. To obtain these documents use the instructions listed in Section L. Note that access to classified documents for the purposes of this Draft RFP will be limited to only one, scheduled two-hour visit with up to two people.
