Description
The Millennium Challenge Corporation (MCC) intends to award a sole source time-and-materials (T&M) contract to Social Impact, Inc. (SI) of Arlington, VA. The purpose of this contract is for Social Impact to complete the work initiated under contract MCC-10-0112-CON-20 MCC-13-TO-0003 between MCC and SI for an independent evaluation of the Indonesia Green Prosperity (GP) Project. Specifically, SI will complete the evaluations of the Participatory Land Use Planning Activity (PLUP) and the off-grid renewable energy (RE) and cocoa grant portfolios under the GP Facility Activity. A follow-on evaluation contract must be awarded due to changes in the scope and timeline of project implementation. The GP Project's grant facility design lacked clarity about the type and quantity of grants that would need to be evaluated. The portfolios of grants evolved over the years, and so did the potential evaluation designs. While the PLUP evaluation was able to begin in 2016, there was not enough clarity on the remaining GP windows or grant portfolios by thematic area to design other evaluations within the original contract period of performance, which ended on April 2, 2018. Decisions about evaluation designs for the remaining grant portfolios were not made until spring 2017. With the compact ending in April 2018 and all three of the evaluations requiring several rounds of data collection, a follow-on sole source contract is needed to conclude this evaluation work. SI held the previous contract to perform the Indonesia GP evaluation, which cannot be logically severed from evaluation planning, data collection, and analysis without incurring additional time and financial cost to the Government; the previous contract was awarded to SI on a competitive basis. Award to any other source for the follow-on effort would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, along with unacceptable delays in fulfilling the agency's requirements in conjunction with the related evaluation timelines. The period of performance for this effort is approximately 3.5 years and the total estimated value is $2,350,000. This contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a). Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for proposals or quotes; however, any and all responsible sources may submit a quotation or a capability statement, which, if received within fifteen (15) calendar days of the publication of this notice, shall be considered by MCC. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not be cost or time prohibitive. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The determination not to compete this proposed contract action is solely within the discretion of the Government. Any quotation/response must be e-mailed to Raymond Staniewski (staniewskirj@mcc.gov) and Jacqueline Naranjo (naranjoj@mcc.gov) by 12:00pm ET on July 16, 2018. Phone calls/voice mail messages will not be accepted and will not be returned. In accordance with FAR 6.305(a), the justification for other than full and open competition (JOFOC) supporting this action will be made publicly available within 14 days after contract award and will remain posted for a minimum of 30 days.
